Dear Human Resources Working Group Members,
We are pleased to invite you to our next HR Working Group meeting to take place on on May 12th, 2005 where the main topic for discussion will be the up-coming 2005 Position Paper-the first input of our newly established HR Working Group.
As the Chamber?? most visible lobbying tool, the Paper has become a must-read and is used by the European Commission officials, Commissioners and desk officers alike. The recommendations help influence how the EU draws up its trade policy with China and feeds into the annual assessment of China?? progress in meeting WTO commitments. At our last meeting we have identified the following points as key recommendations:
v Pension plans - currently there are few incentives and guidelines. We would like to see tax deductibility for employee's contributions and further practical guidelines for employers
v Talent shortage in China - local hired expats/ difficulties in recruiting non residential staff especially in providing insurance cover.
v Share incentives plans - foreign exchange regulations and legislation on share offerings make the offering of plans to PRC citizens difficult.
v Inconsistency old/new regulations - discrepancy national level laws/provincial and municipal level regulations
v Encourage Chinese personnel to be sent abroad by relaxing the withholding obligations for PRC tax during their secondment period.
v Clear guidelines and consistency for employment disputes, especially in relation to how employment disputes involving expats would be viewed in China
