Out of the several high-level exchanges between EU and Chinese officials in the past months, climate once again emerged as an area where there was room, and indeed need, for bilateral cooperation. In the latest EU-China Summit, The EU side called on China to join the Global Renewables and Energy Efficiency Pledge and the Global Methane Pledge – something that was also discussed in the meeting between US President Joe Biden and Chinese President Xi Jinping on the side-lines of the APEC Summit. In addition, both sides agreed to renew the EU-China Memorandum of Understanding (MoU) on Emissions Trading and on Circular Economy. In order to continue to identify areas of common interest, however, it is key to understand China’s current climate and energy landscape, both from a policy and market perspective. In addition, understanding how China engages in international cooperation in this area can also be conducive to the refinement of approaches.
The EU SME Centre and the European Chamber are thus pleased to invite you to join our upcoming Policy Meeting, where two experts will explore both China’s current energy landscape – with a focus on renewables – and also pathways for international engagement. The meeting will be off-the-record and held under Chatham House rules.

Mr. Kevin Tu 涂建军
Mr. Kevin Tu is the Managing Director of Agora Energy Transition China, he is also an adjunct professor at the School of Environment of Beijing Normal University, and a non-resident fellow at the Center on Global Energy Policy at Columbia University, Institut français des relations internationals (Ifri) and the Institute of Energy at Peking University.
Prior to his affiliation with Agora, Tu had served various key positions including China program manager at Paris-based International Energy Agency, director of China Energy & Climate Program at Carnegie Endowment for International Peace in Washington DC., partner at a Vancouver-based premier energy consulting firm, director of marine operations at China’s largest LPG importer and distributor, and construction project manager at Sinopec, a Chinese national oil company.
Tu has more than two decades of solid experience in the energy and environmental fields as well as government affairs in Asia Pacific, North America and Europe, his research interests cover the full spectrum of energy issues including fossil fuel value chains, energy transitions, energy sector reforms, climate change, and corporate strategy & transformation, with a focus on EU-China relations and U.S.-China relations, and their implications for China’s energy & climate policies.
涂建军是博众智合(Agora)能源转型论坛中国区总裁,他也是北京师范大学环境学院客座教授、哥伦比亚大学全球能源政策中心、法国国际关系研究院以及北京大学能源研究院客座研究员。
加入Agora之前,涂建军曾历任国际能源署(IEA)中国合作部主任、卡内基国际和平研究院中国能源与气候项目主任、加拿大温哥华某知名能源咨询公司合伙人、中国最大液化石油气进口及销售公司的海上作业主任、中国石化的施工项目经理等职位。
基于他在亚太、北美及欧洲地区二十多年的能源、环保及政府关系从业经验,涂建军对包括化石燃料产业链、能源转型、能源行业改革、气候变化及企业战略转型等议题在内的诸多政策议题有深入研究,并高度关注中欧关系及中美关系变迁对中国能源与气候政策的影响。

Ms. Sharon Feng
Sharon leads Wood Mackenzie's research coverage for China power and renewables. She helps clients to understand the latest market trends in China and grows China business with her market knowhow and expertise. Sharon also manages the China power modeling and market analysis team and provides wider supports to renewables, gas, coal and other teams.
Sharon has over ten years of market research and policy analysis experience in the China power and renewable energy sector. Prior to joining Wood Mackenzie, Sharon was the Director of Research and Advisory Service of Azure International, where she provided renewable and power consulting services and decarbonization services for clients. She has also worked for other international companies including General Electrics, Siemens, HSBC and American Chamber of Commerce South China.
Sharon is also a student of the dual-degree EMBA program of Tsinghua-INSEAD. She holds a bachelor degree of International Business at Guangdong University of Foreign Studies and a diploma of Finance at Pekin University.
