On March 5, 2024, Premier Li Qiang delivered the <<Report on the Work of the Government>> at the Second Session of the 14th National People’s Congress of China. Globally, economic recovery was slow, with increasing geopolitical tensions and rising protectionism. Domestically, China faced challenges in economic recovery due to the prolonged impact of the Covid-19 pandemic, exacerbated by existing structural issues and emerging risks in areas such as real estate and financial institutions.
In response to these challenges, the government outlined its tasks for 2024, including issuing ultra-long-term special government bonds and opening up new tracks in emerging fields like quantum technology and life sciences. Additionally, China plans to implement measures to further open up its economy, such as relaxing market access restrictions and promoting cross-border services trade.
To delve deeper into these issues and their implications for businesses, the European Chamber is pleased to host Mr. Xu Sitao, Chief Economist and partner at Deloitte China, to share his insights and forecasts on the economy. Mr. Xu brings extensive experience, having previously served as Chief Representative of China and EIU Forecasting Director at the Economist Group. We will also provide an opportunity for members to introduce themselves and engage in discussion.

Mr. Sitao Xu
Mr. Sitao Xu
Xu Sitao is Chief Economist and Partner of Deloitte China, spearheading Deloitte's economic and industry research.
Prior to Deloitte, he was Chief Representative of China and EIU forecasting director at the Economist Group from 2004
to 2014. Sitao worked for MMS International of Standard and Poor’s Group in Singapore as the Economist for Indonesia, Korea and Thailand in 1995.
He joined Standard Chartered Bank as Regional Treasury Economist in 1996. From 2000 to 2002, he was Societe Generale’s Chief Economist for Asia. In 2003, he became the Head of Economics of ICBC (Asia).
Sitao has written for YaleGlobal Online, the Asian Wall Street Journal, Financial Times, Caijing, Caixin and 21st Century Business Herald. He appears regularly on CNBC, Bloomberg, CCTV, and other TV shows as a commentator on China. He is on the Speaker Retainer Program for the Virginia-based CFA Institute and is often invited by leading MNCs to their board rooms, to present key issues on China.
Sitao holds a B.A. in Economics from Peking University, a M.A. in Economics from the University of Connecticut, and a M.S. in Finance from Boston College. He was a visiting scholar at Hoover Institution at Stanford University in 2012. He is also a guest professor at the School of Economics and Management of Tsinghua University. He has sat on the board of Forterra, a listed company in Singapore, Valin, a major steel companies which is partially owned by ArcelorMittal, Hisun, a technology company listed on the Hong Kong Stock Exchange and a joint venture between Bank of New York Mellon and Western Securities.
Mr. Aaron Finley
Mr. Aaron Finley
Aaron is a Director in Deloitte’s South China Business Development team based in the Guangzhou office. With a diverse network and broad experience in international business, Aaron helps his clients in developing best practices for international business, accounting, taxation, as well as seek investment and development opportunities. Aaron is also supporting the Deloitte’s Greater Bay Area (GBA) Initiative and is leading the development of a hospital collaboration platform so that hospitals around the GBA can better coordinate best practices.
Aaron is a licensed CPA in California and has obtained a Masters in Business Taxation from the University of Southern California. Aaron is a Part-Time Lecturer on International Taxation and PhD Student at the Macau University of Science & Technology.
Aaron is a member of the Board of Governors of AmCham South China and is a member of the board of the European Chamber of Commerce South China Chapter. He is an Advisor to the Guangdong Investment Promotion Association, an expert of the Guangzhou Capital Market Pool, and a contributor to the Guangzhou City Business Environment Study.
Ms. Janet Zhang
Ms. Janet Zhang
Janet is a Tax partner of Deloitte based in Southern China. She has over 20 years of experience in business and tax advisory services for clients in various industries. She is the leader of Deloitte indirect tax team in Southern China and the core team member of Business Model Optimization service team in Southern China.
Janet is specialized in providing Value Added Tax and other tax advisory services and business model optimization services, assisting in communication and negotiation with tax and customs authorities for tax and customs disputes. She has provided services to lots of multinational corporations of different sectors in China and assisted them to comply with the relevant tax regulations, mitigate the risks and improve tax efficiency.
Janet actively interacted with various authorities such as tax authority, customs authority and commerce departments on newly issued tax regulations e.g., the draft VAT Law, RCEP, EU VAT reform, etc., and shared our observations on the impacts on different enterprises.
Janet is recognized by International Tax Review, a leading publication, as a leading Global Indirect Tax and Customs Partner. Janet has rich theoretical tax knowledge as well as practical experience. She has been invited to give lectures at Sun Yat-sen University and Xiamen University. She also made presentation in respect of PRC customs in various forums and conferences.
She obtained a Master Degree in Accounting and is a Certified Public Accountant in China.
