On 18th March the world’s first comprehensive piece of legislation regulating Artificial Intelligence (AI), the EU’s AI Act, was approved by the European Parliament. Concurrently, EU standardisation bodies such as CEN-CENELEC and ETSI have started to adapt relevant international standards and to develop their own. In the meantime, in China similar work at the policy and standardisation level is ongoing, with the Cyberspace Administration of China rolling out the Interim Measures on the Management of Generative Artificial Intelligence Services in July 2023, and with a first draft of China’s own AI Law (Scholar’s Draft for Consideration) having been published in mid-March.
The European Chamber, together with the China Academy for Information and Communications Technology (CAICT) and the Seconded European Standardization Expert for China (SESEC), invites you to the first in a series of exchanges exploring on digital policy and standardisation efforts in both Europe and China. This first meeting will focus on AI policy and standardisation, and it will take place offline in Beijing on 10th April 2024 from 15:00 to 17:00. Joining the discussion offline to discuss the topic from a variety of angles will be Ms Margot Dor, Director of Government Affairs at ETSI, Wu Tongning, Deputy Director of the Institute of Artificial Intelligence Research Center at the CAICT, Maggie Yin, Vice President of Government Affairs at RELX, and Michael Chang, Chair of the ICT Working Group at the European Chamber.

Ms. Margot Dor
A French citizen born and raised in Marseille, Margot was trained in Political Science and International Public Law before completing a post graduate degree in strategic marketing. Her work experience includes a brief incursion in the academic world, then the IT industry, the banking sector and tech standardization, in charge today at ETSI of government affairs at European and global level.
Margot Dor is the Strategy Director of ETSI a European Standards Organization, driver of the Carl Bildt Report on Strategic Standardisation for Europe in the Digital Era.

Dr. Tongning WU is the vice director of China Telecommunication Testing Labs, China Academy of Information and Communications Technology (CAICT). He is a member of ICNIRP scientific expert group, a member of WHO Task Group on Radiofrequency Fields and Health Risks. In addition, he is the Chairman-elect of Chinese Association of Bioelectromagnetics. He is a Fellow of IET and a Senior Member of IEEE. He obtained his Ph.D degree at Université Paris-Est Marne-la-Vallée, France.

Member of China Leadership team, EVP, Head of CX Strategy & Technology, Board Member of Nokia FUNO. He has over 22 years of managerial experience in multinational companies on ICT research & innovation, standardization, technology strategy and regulations and Pre-sales. After joining Nokia, he has assumed various managerial roles in research & standardization, strategy & regulations, Solution Pre-sales/Sales support. He currently looks after all major technologies frontline relevant to Nokia mission and thought leadership in Greater China, e.g. 5G/6G, oRAN/vRAN, critical network evolution, cloud & digital transformation, technology policies for cybersecurity and data security.
Supervisory Board Member of CCSA (China Communication Standard Association). National Chair of ICT working group, EU Chamber of Commerce in China (EUCCC). Michael served as Vice President and Board Member for EUCCC (2017-2019), where he played a leading role in China-EU high level dialogue on High-Tech & Digital policies and cross-industry exchanges. Michael was a member of the “EU-China Expert Group on Digital Economy & Cybersecurity” formed by China & EU government as top dialogue platform on digital policies coordination.
