In November 2023, the International Civil Aviation Organization (ICAO) adopted a new Global Framework for Sustainable Aviation Fuels (SAF), Lower Carbon Aviation Fuels (LCAF) and other Aviation Cleaner Energies. By doing this, "ICAO and its Member States" agreed to strive together "to achieve a collective global aspirational Vision to reduce CO2 emissions in international aviation by 5 per cent by 2030 through the use of SAF, LCAF and other aviation cleaner energies (compared to zero cleaner energy use). " As a founding member of the ICAO and world's second largest domestic aviation market, China is committed to an advanced green aviation manufacturing system by 2035. In 2023, China's domestic flights reached a 1.5% growth compared with 2019 level in 2023, and China international flights reached 62.8% of pre-pandemic level.
