New measures have been issued by MOST, NDRC and MoF to develop a national catalogue of "national indigenous innovation" products that will be used to give preference to these products in government procurement. Several EU industry associations have called the European Chamber and the European Commission for action and comments.
These products include:
- Computer devices
- Communication products
- Office equipment
- software
- energy equipment
- energy efficient equipment
In response to the December 10th deadline for comments, we are organizing an urgent meeting tomorrow at the EU Delegation at 4pm.
Issue Overview
The Chinese government recently issued rules for developing a national catalogue of “national indigenous innovation products” to receive government procurement preferences. The criteria for selection are highly restrictive and aimed at excluding non-domestic firms.
This policy would effectively shut out the products of EU and other foreign firms from the government procurement market in China. Under the newly issued rules, only products that contain Chinese proprietary intellectual property would be eligible for government procurement.
The rules call for product applications in a number of high-tech fields to be submitted by December 10. The number of products covered by this process is expected to expand in the future.
Concerted and immediate action - by both the private and public sectors - is needed to urge the Chinese government to indefinitely suspend this product selection process to maintain fair access to the government procurement market for non-domestic companies in keeping with its broad trade commitments.
