Artificial intelligence, especially generative AI, is gradually becoming a new engine for economic development, leading the trend of global technological innovation while reshaping various industries.
China has already published various policies, regulations and standards relating to AI. Most recently, in early July, Ministry of Industry and Information Technology (MIIT), Office of the Central Cyberspace Affairs Commission (CAC), National Development and Reform Commission (NDRC), and Standardization Administration of China (SAC) jointly issued the National Comprehensive Standardization System for Artificial Intelligence Industry (2024 Edition). MIIT also announced the establishment plan of the AI Standardization Technical Committee, the secretariat of which will be located at the China Academy of Information and Communication Technology, to expedite the formulation of AI standards in support of industry development.
A year ago, on July 13, 2023, a number of Chinese departments jointly issued China's first regulatory document on generative AI, the Interim Measures for the Administration of Generative AI Services. On the upcoming first anniversary of the release of the Interim Measures, the European Union Chamber of Commerce in China is honoured to invite well-known experts, lawyers, consulting institutions and representatives from industries to discuss the current situation, challenges and future trends of the AI industry in depth and conduct a comprehensive analysis of AI development in light of recent developments. We look forward to your participation and work together to draw a more exciting blueprint for the future of the AI industry.
人工智能，特别是生成式人工智能，正逐渐成为推动经济发展的新引擎，在引领全球技术革新潮流的同时，也重塑着各行各业。
截至目前，中国已发布一系列人工智能相关政策、法规和标准。在此基础上，2024年七月初，工业和信息化部、中央网络安全和信息化委员会办公室、国家发展和改革委员会、国家标准化管理委员会共同发布了《国家人工智能产业综合标准化体系建设指南（2024版）》。同期，工信部公布了人工智能标准化技术委员会筹建方案，秘书处挂靠单位为中国信息通信研究院，以通过标准制定推动人工智能产业发展。
一年前，2023年7月13日，国家网信办、国家发改委、教育部、科技部、工信部、公安部以及广电总局联合发布了中国首份生成式人工智能监管文件——《生成式人工智能服务管理暂行办法》。值此《暂行办法》即将发布一周年之际，中国欧盟商会有幸邀请业界知名专家、律师、咨询机构和中外产业界代表，深入探讨人工智能产业的现状、挑战与未来趋势，结合近期发展，就人工智能产业进行全景分析。期待您的参与，共同为人工智能产业的未来描绘更加精彩的蓝图。
The seminar will cover the following hot topics:
- AI policies and industry development in China.
- China's AI regulatory framework and compliance essentials: including but not limited to the relevant requirements of the Interim Measures and its implementation over the past year, as well as the requirements of supporting national standards and technical documents such as the Basic Safety Requirements for Generative AI Services.
- AI development from the perspective of global competition and cooperation: how major countries and regions compete and cooperate in the field of AI, the impact of relevant laws, regulations, and policies on the development of China's AI industry and foreign-invested enterprises in China, and the prospects of Sino-foreign exchanges and cooperation.
- Perspectives of Chinese and foreign enterprises: sharing innovative practices related to AI in the industry and best practices in AI governance.

Speakers
Mr. Michael Chang
Starting his career with Bell-Labs of Lucent Technologies as a research scientist, Michael has over 22 years of managerial experience in multinational companies on strategy, research & innovation, standardization, IPR and regulation, ecosystem and partnership, pre-sales etc. Michael has played an active role in China-EU high level dialogue on High-Tech & Digital policies and Cross-industry exchanges. He served as Vice President and Board Member for EUCCC (2017-2019), National ICT WG chair with multiple terms and member of the “EU-China Expert Group on Digital Economy & Cybersecurity” formed by China & EU government (2016-2018). Michael also serves multiple leadership roles in industry consortia and council, including Standing Committee member of MIIT (Ministry of Industry & Information Technology) Science & Technology Council, Supervisory Board Member of CCSA (China Communication Standard Association), Member of expert committee for WIC (World Internet Conference) AI working group. Michael received the award of 2021’ “Top 10 man of the year in ICT innovation” by “Communication World”.
常疆先生最初在朗讯科技公司（Lucent Technologies）的贝尔实验室担任研究科学家，在跨国公司中拥有超过 22 年的管理经验，涉及战略、研究与创新、标准化、知识产权与法规、生态系统和合作伙伴关系、售前等多个方面。在中欧高科技 和数字政策高层对话以及跨行业交流中，常先生发挥了积极作用。 他曾担任欧盟商会副会长和董事会成员（2017-2019 年），连任多届全国信息和通 信技术工作组主席，并是中国和欧盟政府成立的“中欧数字经济与网络安全专家组” 成员（2016-2018 年）。常先生还在多个行业协会和组织中担任领导职务，包括工 业和信息化部科学技术委员会委员、中国通信标准化协会理事、世界互联网大会人 工智能工作组专家委员会委员等。常先生荣获《通信世界》颁发的“2021 年度 ICT 创新十大风云人物”奖项。
Ms. Shan Xu
Shan Xu works for the China Academy of Information and Communications Technology (CAICT) as head of the International Collaboration Division of AI Research Institute. She is the vice-chair of ITU&WHO Artificial Intelligence for Health focus group(FG-AI4H)and the head of WHO Collaborating Centre for Digital Health. member of the WHO Smart Vaccination Certificate (SVC) working group and cybersecurity working group in the International Medical Device Regulators Forum (IMDRF). She supported the APEC TEL working group, WHO Western Pacific Region Digital Health Action Plan and the Innovation Strategy, the WHO Technical Brief on Artificial Intelligence for Sexual and Reproductive Health.

Mr. Jihong Chen
Chen Jihong is a partner at Zhong Lun Law Firm. His main practice areas are cybersecurity, data compliance, intellectual property protection, and TMT business. He is one of the first lawyers in China to develop data compliance business. Lawyer Chen has been practicing since 1996 and has a complex educational background in both law and technology. He has long been rated as top-tier or highly recommended by professional rating agencies such as Chambers, ALB, LegalBand, and Legal 500 in the fields of TMT, intellectual property, and data. Lawyer Chen continuously serves numerous international and domestic leading enterprises, gaining the trust of clients with his excellent business capabilities. He has undertaken many influential projects or cases, and many of them have been selected as typical cases of the year. Lawyer Chen has published a series of research works or articles on lawyer business and participated in seminars and legislative consultations on laws and regulations related to network security, data protection, and intellectual property rights. Xinhua News Agency, People's Daily, and other media have conducted in-depth reports on his research and legal practice.

Mr. Bruce Fu
Bruce Fu is a managing director in the APCO Worldwide Beijing's office. Mr. Fu has deep knowledge of China's technical standards, IPR, and competition-related issues in the ICT sector. At APCO, Mr. Fu provides clients with counsel on government relations building, operations management, stakeholder engagement, and market entry strategy across different sectors. Prior to joining APCO, Mr. Fu was a business manager at the EU Chamber of Commerce in China, where he worked closely with the European telecommunications industry by lobbying China's telecommunications regulators. He worked closely with ICT Working Group members on telecommunications regulatory policies and TBT/Standards. Mr. Fu also directly engaged Chinese authorities on antitrust issues related to implementation rules of China's antimonopoly law. Mr. Fu served as the Vice Chair of the ICT Working Group at the EU Chamber of Commerce in China between 2013-2021, driving the EU-China dialogues and negotiations on key issues such as Comprehensive Agreement on Investment (CAI). He currently serves as the Vice Chair of the Government Affairs Forum at the EU Chamber of Commerce in China.
付晓雨先生是APCO北京办事处的总经理。傅先生对中国的技术标准、知识产权和信息通信技术领域的竞争相关问题有深入了解。在APCO，傅先生为不同行业的客户提供政府关系建设、运营管理、利益相关者参与和市场进入策略方面的咨询。
在加入APCO之前，傅先生曾任中国欧盟商会商务经理，通过与中国的电信监管机构进行游说，与欧洲电信行业紧密合作。他与信息通信技术工作组的成员就电信监管政策和TBT/标准进行了紧密合作。傅先生还就与中国反垄断法实施规则相关的反垄断问题直接与中国当局进行了接触。2013年至2021年期间，傅先生担任中国欧盟商会信息通信技术工作组副主席，推动中欧在关键问题上的对话和谈判，如《中欧全面投资协定》（CAI）。他目前担任中国欧盟商会政府事务论坛副主席。
Mr. Yuan Yao
With over 7 years of experience assisting multinational and local large enterprises in digital transformation, and 5 years of supporting startup and SME clients to achieve rapid growth, Mr Yao has deep insights and research in networking, containers, microservices, and machine learning. Currently, he leads a technical team at Amazon Web Services, focusing on utilizing generative AI to help startups and SMEs implement more cloud-native innovation projects.

Ms. Xiaoqing Gu
Ms Gu is the Senior Director of the Content Security Department at Baichuan AI. She is responsible for the safety evaluation of large models and content security strategies. At the same time, she focuses on the formulation and implementation of values for large models, thereby leading the aligned training of large models. Prior to this, she worked in content compliance on social media platforms for a long time, accumulating rich experience in content compliance and security.
谷女士负责大模型安全评测及内容安全策略工作，同时专注于大型模型价值观的制定与落地，以此引领大模型的对齐训练。在此之前，长期从事社交媒体平台的内容合规工作，积累了丰富的内容合规与安全领域经验。
Ms. Xiaowen Ma
Xiaowen Ma currently serves as Chair of the Cybersecurity Sub working Group of the European Union Chamber of Commerce in China, a member-based advocacy organization. Xiaowen had worked for years as Senior Business Manager at the European Chamber, responsible for the Information and Communication Technology and Standards and Conformity Assessment working groups. She was also instrumental in setting up and running the Cybersecurity Sub-working Group. In these capacities, Xiaowen had led the Chamber’s engagement with Chinese and European governments and other stakeholders in the ICT field and provided counselling to European companies on market entry and regulatory issues, especially on cybersecurity, encryption, data protection and telecoms/cloud. She had represented the Chamber in bilateral dialogues such as the EU-China Expert Group on Digital Economy and Cybersecurity, as well as discussions relating to the EU-China Comprehensive Agreement on Investment. Xiaowen holds a Master’s degree in European Affairs from Sciences Po Paris, and a Bachelor’s degree in French Language and Literature from Renmin University of China. She is fluent in Mandarin Chinese, English and French.
马晓雯女士目前担任中国欧盟商会网络安全子工作组主席，这是一个以会员为基础的支持性组织。马女士曾在欧洲商会担任高级商务经理多年，负责信息和通信技术以及标准和合格评定工作组。她在网络安全子工作组的建立和运行中发挥了重要作用。在这些职位上，马女士领导商会与中国和欧洲政府以及信息通信技术领域的其他利益相关者进行合作，并就市场准入和监管问题向欧洲公司提供咨询，特别是网络安全、加密、数据保护和电信/云等方面的问题。她曾代表商会参加双边对话，如欧盟-中国数字经济与网络安全专家组，以及有关欧盟-中国全面投资协定的讨论。马女士拥有巴黎政治学院的欧洲事务硕士学位和中国人民大学法语语言文学学士学位。她精通普通话、英语和法语。
