On 4th June 2024, the Ministry of Ecology and Environment (MEE), in collaboration with 14 other departments, announced a comprehensive plan to manage carbon footprints – a crucial step in coping with stricter international rules and achieving China’s own 30/60 targets. The plan includes establishing calculation rules and standards for 100 key products by 2027, and for 200 products by 2030; setting up an institutional system for product carbon footprint labeling, authentication, and tiered management; refining and applying carbon footprint management in more diverse scenarios; and developing local pilot programmes and policies to encourage the use of lower-emissions products, among others.
How will the measures and tasks set out in the plan be implemented? How can European companies in China get involved in the construction of the national carbon footprint management system? The European Chamber’s Carbon Market, Environment, and Standards & Conformity Assessment Working Groups, in collaboration with the National Centre for Climate Change Strategy and International Cooperation (NCSC), are pleased to invite you to a joint working group meeting on Tuesday 16th July, where an expert from the Ministry of Ecology and Environment (MEE) or NCSC will give a detailed interpretation of the recently launched policy and introduce the next steps. Afterwards, there will be exchange and free discussion sessions to raise industry concerns and suggestions.

About the National Centre for Climate Change Strategy and International Cooperation (NCSC)
NCSC is a key think tank directly under the Ministry of Ecology and Environment (MEE) in charge of climate policies research and technical support to the Ministry. NCSC’s key responsibilities include organising research on climate change policies, regulations, strategies, and planning; undertaking technical support in the areas of domestic compliance, statistical verification and assessment, carbon emissions trading management, international negotiations, and cooperation; conducting think tanks dialogue, advocacy, capacity-building, and advisory services in climate change; undertaking project management on clean development mechanism and other missions assigned by the MEE.
