AWG/ACEA Special Working lunch on local content lobby action
We would like to invite you to attend a Special AWG/ACEA Working Lunch on Wednesday 11th May 2005 at midday in the offices of ACEA (sandwiches will be provided courtesy of ACEA). The purpose of this meeting, following so closely after the meeting of 26th April, is to bring industry together to brainstorm on the effects of the recent ??/SPAN>Administrative Measures on the Import of Automobile Components Fulfilling the Characteristics of a Complete Vehicle??(the measures).
Although our initial request for a meeting with NDRC was rejected, it now looks increasingly likely that NDRC may agree to a meeting in the next few weeks. If we are serious about engaging the Chinese authorities, it is crucial that we compile a package of adverse operational and investment decisions resulting from the measures. Such ??hock therapy??will strengthen the messages of industry and provide the authorities concrete examples of why they need to review the measures.
In addition to the ??hock therapy??prescribed above, and in order to ensure the dialogue continues after one meeting, members must come to a common agreement on suggestions for moving forward. Do you want to request a grace-period? How long should it be? What about small volume vehicles?
With this in mind, this meeting will aim to assess the following:
* The importance of the local content measures to EU operations in China
* The affect these measures will have on investment decisions in China
* Suggestions for NDRC on the implementation rules, grace-period
* A lobby strategy for a potential meeting with NDRC
In order for the AWG/ACEA to
fully represent the concerns of EU industry we urge you to ensure that the concerns of your company are put across at this meeting. Without the support of all EU automotive manufacturers in China our lobby actions towards the Chinese authorities will not have the necessary impact.
To make the meeting as efficient as possible, we ask that ahead of the meeting you give some thought to the measures and how your company is positioned vis-?-vis the Chinese authorities. We welcome documentation ahead of time.
