Representative Offices have traditionally been a gateway for foreign enterprises to establish a solid presence in the Chinese market because it allowed businesses to limit costs while gaining valuable time to research business strategies before further investment and incorporation. However, the new regulations issued by the Chinese authorities on 4 January 2010, effective from 15 January 2010, increase restrictions and scrutiny over Rep Offices, evidence of a shift in policy by the Chinese Government. So what are the implications of such changes for companies operating under this status? Will the new rules force foreign enterprises to reconsider their business strategies and operations in China?
The European Chamber is delighted to invite you to attend a seminar covering the substance and impact of the new restrictions applicable to Representative Offices since 15 January 2010. Speakers Mr. Carl Hinze, Associate at Eversheds, and Ms. Yun Wei, Of Counsel at Salans LLP, will clarify the new measures and discuss how they affect your business operations in China. The event will have a seminar structure featuring discussion from both business and legal perspectives.
Biographies
Mr. Carl Hinze
Associate in Eversheds' Shanghai office. Qualified to practise in New South Wales, he has worked as a legal adviser in China since 2005 in the fields of mergers and acquisitions, engineering, procurement and construction, corporate restructuring, financial services, technology and commercial contracts.
Prior to becoming a legal practitioner, Mr. Hinze completed a BA (Hons), LLB and PhD in Chinese sociolinguistics at the University of Queensland. He has published articles on cross-cultural communication in internationally-renowned journals and monographs, and he is co-editor of Oxford University Press' Financial Services Regulation in Asia Pacific. He is fluent in Chinese.
Ms. Yun Wei
Of Counsel in Salans' Shanghai office and the Head of Salans' China Tax Practice Group. Ms. Yun is a qualified CPA and Chinese lawyer with tax expertise and specializes in providing integrated tax and legal advice on tax planning, cross border investment, group restructuring and M&A transactions. Ms. Yun completed Legal studies at Shanghai University of Finance and Economics, and a LLM program at University of International Business and Economics. She frequently publishes articles on the development of China’s tax field and has been instrumental in helping the firm to win Asia Counsel's Tax Firm of the year in 2007.
