Dear Working Group Member,
We are delighted to invite you to the next Automotive and Auto Components Working Group meeting to be held on March 25th 2011, starting at 9:00am at the European Chamber’s Office in Beijing (please refer to the address above).
At this meeting we will have the pleasure to welcome Ms. Agnese Veith, Project Assistant of SESEC to talk about Standards for Electric vehicles in China, which will include the information on the current status regarding the existing and upcoming EV standards, as well as conclusions and suggestions for the future cooperation. Mr. Dominik Declercq, Chief Representative of ACEA, will also brief the Working Groups on the current issues regarding Auto Standards in China.
During the meeting, the Working Groups will also focus on the preparation of the Automotive Position Paper 2011/2012 and the issues and recommendations that should be included. As the Position Paper forms the basis of our lobbying, members are strongly encouraged to consult widely within their own company in advance of the meeting so that they can then table such recommendations for discussion at this meeting. Last year’s Position Paper is attached for your reference.

Working Group Chair Elections 2011-2012
As you may know, the Automotive and Automotive Components Working Groups Chair and Vice Chairs play a crucial role in driving the Working Group which includes a leadership role in the drafting of the Position Paper, communicating key messages to the Chinese and European Government, and steering the Working Group meetings. The desired characteristics of a Chair and Vice Chairs are a senior industry representative with relevant industry expertise and government contacts that has the time and willingness to support the group. Previous participation in the Working Group is also highly valued.
Please find attached the Roles and Responsibilities of a Working Group Chair.
Currently, Mr. Dominik Declercq (ACEA) is a candidate for Chair; Mr. Lin Hua (Renault) and Mr. Mats Harborn (Scania) are candidates for Vice Chairs (2 positions). The bios of the candidates are attached.
Should you wish to be considered for the position of Chair or Vice-Chair, please submit a short bio and letter of motivation to Ms. Yi Liu (yliu@euccc.com.cn) by noon March 24th.

Meeting Minutes
1. Mr. Klaus Ziegler to present SESEC’s report on Standards for Electric Vehicles in China
Mr. Ziegler gave a very interesting presentation on Electric Vehicle (EV) Standards in China and updated the group on recent developments in EV standards. China is currently operating on a fast track procedure in order to have the EV standards system completed by 2012. This raises concern that the standards that result from this may be incompatible with the EU/US standards or requirements, and the auto industry may end up with 2-tier EV standards. For further details about the presentation, please refer to the slides attached.
2. Mr. Dominik Declercq to present the current issues on Auto Standards in China
Mr. Declercq explained the structure and operation of ACEA in China. He then went on to give a presentation on the current situation in Auto standards in China, especially those regarding: New Energy Vehicles, Phase III & Implementation, Fuel Quality and Emission, Future Policies on Auto Taxes, End of Life Vehicles, Homologation, C-NCAP, and Air Bag Misuse. 3. Elections for Working Group Chairs 2011-2012
Mr. Dominik Declercq has been re-elected as the Chair; Mr. Lin Hua and Mr. Mats Harborn has been elected as the Vice Chairs of the Automotive Working Group. We wish them all the best in their roles.
4. Position Paper 2011/2012
It was decided this year to separate the position papers of the Automotive and Auto Component Working Groups. The Auto WG has decided to keep all the key recommendations of the previous year, except for the safety standards for passenger vehicles and publishing vehicle licensing data. All WG members are encouraged to submit their suggestions and comments to Ms. Yi Liu by Monday, 11th April. After the first draft of the position paper has been completed, it shall be circulated to all members for comments and feedback. Please find attached the timeline for the position paper.
5. AOB
The Auto WG decided that they will submit some comments on the local position paper for Beijing. Beijing has imposed restriction on auto sales, but no improvement in traffic has been seen on the roads, which suggests something is amiss. The WG would like to suggest the Beijing municipal government take a more systematic approach to assess the value of imposing the auto sales restriction, and to make public the impact assessment made, as well as to have more clarity and transparency in the ways the rules are being made.
