Minutes:
1. Mr. Patrick Schuler, the Vice Chair of the Smart Grid Sub-Working Group gave a presentation on
China Smart Grid Comprehensive Pilots. For details of the presentation, please refer to the
attached PPT.
2. During the roundtable discussion, the following comments were also raised:
China's current pilot projects are mostly driven by technology, but a profitable business model is also necessary for sustainable development.
The funding sources of pilot projects remain uncertain. And unlike the US, European companies receive little direct funding support from government.
The market access for European companies to the sector remains relatively restricted. Different EU institutions should coordinate to further lobby China for lower market barriers to facilitate European business in China.
3. The first Smart Grid Position Paper focuses on standardization and best practice sharing. Regarding the grid standardization issues, the following comments were raised:
China is speeding up standardization process and drafting standards on various related items such as standards for automation by ITEI under the control of MIIT..
Development of standards should be also aligned with that of the pilots themselves.
Some standards are missing at international level. China/the SGCC will take the lead by demonstration and seek to make them international standards.
Currently, the SGCC serves simultaneously multiple roles such as operator and supplier. The SGCC is also involved in standard-drafting process. This creates conflict of interests. .
Pilot projects create business opportunities for foreign developers to participate. The opportunities for European companies to involve in the standard-drafting process are limited. This can create market barriers and increase costs for European business. To enter the market, European business also needs to meet certain requirements such as partnership with China companies. This also increases the market entrance cost for foreign companies.
For more business opportunities here in China, European companies needs to show what they can bring to Chinese market with their advanced technologies.
