Dear members of the ABF WG,
China has made great progress in safety and quality control within the agriculture, food, and feed industries by making its concern a national priority. In the 12th National People’s Congress (NPC) National People’s Congress and Chinese People Political Consultative Congress (CPPCC), the food and drug administration was elevated in status to provide greater power to improve food and drug safety. The establishment of the General Administration for Food and Drugs (GAFD) which, together with the Ministry of Agriculture (MoA), will be responsible for coordinating supervision and administration across the entire agriculture-food supply chain, further endorses and strengthens the authorities’ ability to manage safety effectively at every stage of the process, from farmer to fork. In support of this, industry experts wish to assist in the development of proportionate, scientifically-based risk assessment methods and communication to ensure better understanding and implementation of policies and regulations related to food and feed safety in China.
In the 12th-Five-Year Plan, one of the key missions in food supervision is food standard renewals and formulations. Before the end of 2015, over 2000 national mandatory standards and 2900 industrial voluntary standards should be renewed, and over 20 national mandatory standards related to food additives, food manufacturing, food trading will be formulated.
The deployment of new standards and regulations in China should be done locally according to the regulation published at the central level, but also with seamless incorporation of local regulation. Improved efficiency and transparency will provide better enforcement of regulations in China.
