The Ministry of Finance (MOF) and the State Administration of Taxation (SAT) announced Caishui [2013] No. 37 (Circular 37) on 24th May, 2013. This circular detailed plans for the nationwide expansion of the VAT Pilot Reform programme on 1st August, 2013. There will be wide-reaching implications for businesses, particularly in terms of pricing, costs, reporting, systems and processes.
At this important event, Kenneth Leung, Indirect Tax Partner at Ernst & Young, will brief attendees on the key changes under Circular 37, what implications the pilot reform will have on local and multinational companies and their counterparts, and how they can prepare.

Kenneth Leung, Indirect Tax partner at Ernst & Young, is a tax advisor specializing in Chinese indirect tax, in particular indirect tax compliance, policy and controversy, indirect tax-efficient supply chain and indirect tax cost and risk management. He has been working closely with the National People’s Congress and MOF on the VAT Reform and Legislation of China project, as well as with the Beijing Finance Bureau on a VAT pilot study aimed at helping to expand the VAT pilot reform in Beijing.
