The Working Group (WG) is the core activity of European Chamber. Until today, 31 Working Groups concerning divers industries, as well as horizontal topics like Human Resources, have been set up to meet monthly. Opinions of enterprises are summarized in annual reports to form the Position Paper of European Chamber, which is also the basic of our lobbying campaign.
European Chamber initiated its HR Working Group in Chengdu, aiming to provide a platform to exchange information and promote awareness on HR and labour related issues for local FIEs. It allows a regular and systematical dialogue with other HR managers. Although only member companies have access to WG meeting in other Chapters, European Chamber wishes to keep the platform open to all companies in Chengdu. However, only member companies will be qualified as candidates of the Chairman of Working Group.
Lots of interesting points have been discussed, following is the summary:
Mission of the HR Working Group
HR WG should represent opinions of FIEs of all scales, large, medium and small.
- Exchange of information
- Communication on regulations and with authorities
- Coordinating among enterprises
- Lobbying on HR issues
What to do
- Discussion topics programmed by module. Topics to discuss should be classified into different scheme, for better tracing and programming.
- Sub-groups may be set up in the future to lead discussion in specific direction. For example, there are 4 sub-groups in Nanjing HR WG: employee’s surveys, training, HR CSR, Code & Conduct.
- During the meeting, several issues are proposed for future discussion. More suggestions are to be collected.
n Application of new Labor Law
n Execution capability, positioning of HR Dept within enterprises and with parent companies
n Surveys among local FIEs
n Coordination on certain problems, for example, head-hunting, restraining regional salary rise, common solution of commuting for different companies, etc.
n Speakers of expert and of official to inform about laws and regulations
n HR management techniques, like the evaluation and feedback of training, mentioned by an attendee
How to do
- Organizer: the European Chamber is in charge of the reservation of venue, notification and attendance organization, also the coordination within the Working Group and with other entities, such as collecting proposal/questionnaire and inviting expert/official as speaker.
- Chairman: the Chairman or Vice Chairman of HR Working Group, served by staffs of member companies of the European Chamber.
- Venue: The HR Working Group meeting could be held in different companies in turn, allowing opportunity to visit and know the host company.
- Agenda: presentation by 1 or 2 main speakers invited; discussion and info sharing by all participants; defining topics for next meeting.
- Minutes: to be prepared by staff of the European Chamber and approved by the Chairman within 7 days after the meeting
Proposal on Code of Conduct of HR Working Group (to be discussed)
- Representative of HR Working Group. Interest and point of view from FIEs of all scales are to be taken into consideration.
- Social responsibility. HR people take care of people. Let’s widen our responsibility to support the society.
