The European Chamber, together with China Group Companies Association (CGCA), is pleased to invite you to attend the M&A Conference: The Changing Landscape and Opportunities for China Outbound Investments on 10th July 2014 at the Sofitel Wanda Beijing. Mr. Peixi Cao
Cao Pei Xi graduated from the Department of Electronics of the former Shandong University of Technology, and later obtained a master’s degree in economics from the Party School of the Central Committee of CPC, a master’s degree in engineering from Shandong University.
He is now the general manager and deputy secretary of the Party Committee with the China Huaneng Group Co., and holds a concurrent position as the chairman of Huaneng International Electronic Development Co., Huaneng Power Intl Inc. and Huaneng New Energy Co., Ltd. Besides, he is the 7th president of the China Group Companies Association.
Also, he is a member of the Central Commission for Discipline Inspection, the representative of the 16th, 17th and 18th National Congress of the Communist Party of China (NCCPC) as well as the representative of the 11th National People’s Congress.

Mr. Geng Xiao Jun has obtained a bachelor and a master degree in Economics. He has been working for the CITIC Group Corporation since 1998. He begins his career in the investment management and import and export trade department in CITIC. He has been working as Director of the Trade Management Office, Director of the Trade Office, Deputy General Manager and Shareholder Representative of Yunnan Sanhuan Chemical Co., Ltd., which is a CITIC investment. He is currently the Deputy General Manager and Secretary to Board of CITIC since 2006.

Linan Zhang is the Representative of Beijing representative office of Huawei Public and Government Affairs Department. He is In charge of the EU-China Cooperation issues.

Ms. Qian Liu
Liu Qian serves as the acting head of the analysts’ team based in Beijing, London, New York and Hong Kong, and is an expert on economic analysis and econometric forecasting on China’s provinces and 287 key prefectures. Qian is responsible for adopting econometric models, a combination of economic and statistical techniques, to analyse economic data and produce short- and long-term macro-economic forecasts. She also leads key industry forecasts and responsible for generating bespoke research and forecasts for clients in China. She has designed and led modeling and scenario analysis in China across the industry spectrum including education, the consumer goods market and construction, for multi-national companies as well as government agencies to cast insight on regional economic disparities and market growth forecasts. She has also been a guest lecturer at New York University, Tsinghua University, Chinese Academy of Social and Fudan University.

Steven Hsu is senior consultant and managing director of Beijing Zhong Yin Law Firm. Before join Zhong Yin in Beijing, Steven was a partner in Baker & McKenzie. In addition to being an attorney, Steven is also responsible for marketing and international operation of the Firm. Steven’s practice mainly focuses on mergers & acquisitions, foreign direct investment, capital and securities markets and general corporate. Steven is an expert in China’s direct selling business and Chinese companies cross border acquisition. Recently, Steven has represented Chinese clients in bidding the Vertu Corporation Ltd. in UK, acquiring vineyards in South Africa and Chile, acquiring an olive oil company in Europe and establishing a joint venture in New York with a bio-tech company. Steven also represent may multinational companies for their expansion and acquisition in China. In Steven’s nearly 20 years’ practice experiences, he has served many multinational enterprises and Fortune 500 companies. Steven is full of local Chinese experiences and international exposure. Steven was also nominated by ALB as one of the hottest 25 lawyers in China 2010.

Mr. Thomas Urlacher
Thomas is the head of Gide’s Beijing office. With more than a decade of legal experience in international M&A transactions, his practice focuses on foreign direct investments, M&A, divestitures, joint ventures, and infrastructure/energy projects in Greater China. His recent work includes advising an Renault on its RMB 11 billion new car manufacturing JV with Dongfeng Motor Corporation in China, advising Capgemini on its first foray into China with its acquisition of Praxis Technologies, assisting Crédit Agricole on the USD 1.25 billion sale of CLSA to CITIC Securities, and advising Groupama on establishing an insurance joint venture with Aviation Industry Corporation of China. In addition, he assisted Soluxe International, a subsidiary of China Huayou Group Corporation (owned by CNPC), on a large construction and development project in the Republic of Chad, and is currently advising several Chinese companies and institutions on outbound transactions in both Europe and Africa.

Vaughn is KPMG’s Head of China Outbound and the Asia Pacific leader of KPMG’s mergers & acquisitions tax practice.
A fluent Mandarin speaker, Vaughn has extensive experience leading global teams to assist Chinese state-owned and privately-owned companies conduct large-scale overseas M&A transactions in various sectors including energy and power, mining, financial services, manufacturing and infrastructure. Recent landmark transactions that Vaughn has advised on include CNOOC Limited in respect of its USD 15.1 billion acquisition of Nexen Inc and CITIC Securities in respect of its USD 1.2 billion acquisition of CLSA.
An experienced international tax professional, one of the leading tax advisers in China listed in the Expert Guide published by Legal Media, and an Asialaw 2013 Leading Lawyer, Vaughn joined KPMG Hong Kong from Australia in 1996 and became a partner in July 2000. After working in Hong Kong for nearly 15 years Vaughn relocated to Beijing in early 2011 where he continues to provide tax advisory services to Chinese outbound investors.
