2015 is soon upon us. The upcoming 13th Five-Year Plan, for which energy-related issues have begun being drafted in June this year, is likely to strengthen energy intensity objectives by 2020. Building on the previous Five-Year Plan’s experiences, the 13th Five-Year Plan might also expand measures previously imposed on state-owned enterprises and the largest emitting industries only to a broader scope, including smaller industries and other businesses. It, thus, might be the right time to look more closely at your facilities’ energy efficiency through hands-on experience and what it would imply for existing facilities and planned projects.
Mr. Lars Anke, Chief Representative, Hamburg Liaison Office Shanghai, will share experiences in ecological building construction, with particular reference to Hamburg House, the first certified passive house in China. Building on the experience with the re-commissioning of Hamburg House, which energydesign was contracted for, Mr. Joseph van der Elst, Senior Project Engineer, energydesign, will complete the picture with additional project examples to present what it takes to upgrade a facility’s energy efficiency, while paying back investment costs in the short term, on top of complying with evolving standards.

Lars Anke, Chief Representative, Hamburg Liaison Office Shanghai
As a sinologist, historian and political scientist, Mr. Lars Anke has dealt with the different regionalactivities of German institutions and companies during his studies in China. After completing his studies he has been with the German Asia Pacific Business Association as Regional Manager responsible for Greater China and Mongolia. SinceSeptember 2006 he serves as the Chief Representative of the Hamburg Liaison Office Shanghai and is in charge of many projects and affairs between Hamburg and China in the area of politics, economy, culture, education, tourism, port and marketing etc.. Mr. Lars Anke led the Hamburg House Pavillon in the Shanghai World Expo 2010. In 2013, he and his HLO-team moved into the Hamburg House as the representative building of the Free and Hanseatic City of Hamburg in Shanghai.
Joseph van der Elst, M. Eng. Civil Engineering, Senior Project Engineer at energydesign (Shanghai)
Specializing in Environment and Territory Planning, Joseph has coordinated botanical acclimation & research glasshouse construction projects, in Chongqing, Guangzhou and Kunming for 3 years for RICHEL group. Then, stood as advisor on sustainable strategy at ELST associés, a management consulting company focusing on mediation and conflict resolution, knowledge and information management, career & cross-cultural coaching and project management services.
In 2011, he participated in the first Deutsche Gesellshaft für Nachhaltiges Bauen (DGNB) training for International consultants in Köln, Germany.
Joseph then joined energydesign’s team with his field professional background and great passion of implementing sustainable and energy efficient buildings in China and Asia.
Using DGNB’s framework as a tool to coordinate integration of brief, design, construction, -then operation and verification stages of a project, he steers sustainability concepts in buildings, starting from energydesign’s core field of expertise: energy concepts.
Joseph took part in all DGNB projects registered in China, to this date:
- the Zhangjiang Science and Culture Exchange Centre project - the first DGNB project in China - DGNB precertified with gold,
- Qingdao Sino-German Ecopark’s first lot project and Landsea“Bruck”project, both aiming at gold,
- the BASF R&D lab in Shanghai, aiming at Bronze.
Together with colleagues at energydesign (Shanghai) Co. Ltd., he is realizing the DGNB China country adaptation, helping DGNB adapt its criterions to the Chinese context and regulations during the pilot phases.
