In 2014, Beijing Municipal Local Tax Bureau (“BMLTB”) set up a new International Taxation Division (国际税务处) which will focus on strengthening non-resident tax management. Moreover, starting from this July, BMLTB launched an Individual Income Tax (“IIT”) survey and self-examination at the city level on selected MNCs in order to understand current IIT compliance status of foreigners in Beijing and tighten the IIT administration. After the self-examination, the tax authorities may select certain companies to conduct a formal tax audit.
As you can see, the tax authority in Beijing may pay more attention on IIT for foreigners. In that case, we are delighted to welcome Mr. Jason Li and Mrs. Tanja Fuchs from EY to share with us more details of tax survey and discuss how the company can manage their tax cost in relation to their expatriate population under current situation. The topics for the seminar would mainly include:
1. Current local tax practice and development on IIT filing positions for foreigners in Beijing;
2. How MNCs/foreign individuals can manage/mitigate the risks assumed and reduce the relevant tax cost.
In addition, we are pleased to invite tax officials who are from the International Division and IIT division of BMLTB as speakers at the event. They will briefly introduce current IIT rules and share with us the important area they paid attention to and the relevant issues identified during recent IIT self examination.

Jason Mi, Tax partner of EY, 20 years of experience in public accounting and cross-border tax and human capital advisory services, including cross-border individual income tax (“IIT”) planning, U.S. expatriate taxation, incentive equity compensation planning, compensation and benefits structuring, and international tax treaty advisory. He was previously employed by industry. He delivers integrated taxation, technology, and people solutions to many global clients in a wide range of industries, including oil & gas, pharmaceutical, financial service, automobile as well as technology.
Tanja Fuchs, Tax Senior Manager of EY, joined EY in Stuttgart, Germany in 1993 as corporate tax professional. In 2001, Tanja Fuchs started working in the Human Capital - Global Mobility department. Since 2013, Tanja Fuchs was assigned to EY, Beijing, assisting German and international clients in China with all aspects of Global Mobility services. This includes China tax and social security compliance, policy advisory and optimization of assignment structures, as well as HR advisory with special regards to the requirements of the constantly evolving Chinese market.
