On December 24, 2006, the Standing Committee of the National People's Congress conducted the second reading of the draft Labour Contract Law.
Compared with the first draft submitted in December 2005, the second draft has substantial differences, including a provision that fixed-term contracts may be extended only once; restoring termination grounds when employees on fixed-term contracts may be terminated; eliminating restrictions on non-compete covenants; removing the link between job position and permitted length of probation period; and adding new chapters on collective contract and part-time employees. The final version of Labour Contract Law will possibly be approved later this spring after only limited revisions to the second draft.
