Dear Working Group member,
The European Chamber is pleased to invite you to the next joint Energy Working Group meeting. It will be held on Wednesday, 17 June, 2pm – 4pm in the North Wing of the EU Delegation in Beijing.
At this meeting, Mr. Wolfgang Eichhammer, Head Competence Center Energy Policy and Energy Markets, Fraunhofer Institute, will give a presentation on the German National Action Plan for Energy Efficiency (NAPE). The German Government has set an ambitious national energy efficiency target by 2020 (reduction of 20% of primary energy consumption by 2020 in comparison with 2008 levels). In October 2014 the German government has announced a variety of measures in the framework of the NAPE. Although those measures will not close the gap in the NAPE, they contain a variety of innovative measures. The measures are also intended to comply with Article 7 of the European Energy Efficiency Directive (EED).
Moreover, Mr. Chris Brown, Director, EU-China Policy Dialogues Support Facility (PDSF), will introduce the EU-China Smart Cities initiative. This initiative aims to develop a platform to facilitate the co-creation of smart city solutions between the EU and China, in particular by studying and identifying the common challenges that hinder smart city development in the EU and China. This includes financial constraints, technical solutions, business models or legal supervision. The initiative brings together an initial group of 15 Chinese and 15 European cities, plus service providers (ICT companies) to propose suggestions on implementing the best practices in a wider scope in future to promote further cooperation of smart city solutions between the EU and China in various application areas.
Mr. Brown is currently also involved in the coordination of the EU-China negotiations on climate change as part of the Paris 2015 Agreement.

- 2:00pm – 3:00pm: Presentation on the German National Action Plan for Energy Efficiency, Mr. Wolfgang Eichhammer, Head Competence Center Energy Policy and Energy Markets, Fraunhofer Institute (for Smart Grid, Renewable Energy and Energy WGs)
- 3:00pm – 3:30pm:Introduction to the EU-China Smart Cities initiative + Q&A, Mr. Chris Brown, Director, EU-China Policy Dialogues Support Facility (for Smart Grid, Renewable Energy and Energy WGs)
- 3:30pm – 4:00pm: Status of the Smart Grid Position Paper + discussion on upcoming WG activities (for Smart Grid WG)
