The “new normal” in China, and associated structural reforms, are impacting capital investment by local government in terms of debt management, raising investment, land availability, etc. Against this backdrop, China retains significant need for investment especially in environmental, transport & social infrastructure together with a need to improve project outcomes, eg. design/operation/maintenance of hospitals. Hence, the conditions match those in the UK when the Public Private Partnership model (PPP) was developed 40+ years ago.
China has been utilizing basic forms of private investment and/or delivery in areas such as toll roads and water treatment for a number of years. With clear direction now set by Beijing (including mention of PPP by Li Keqiang at the World Economic Forum in Davos earlier this year), PPP is accepted as an integral part of China’s new infrastructure investment strategy.

Ms. Joanne Wood
Joanne K. Wood is the Founder and Managing Partner of Capital Eight, an investment banking boutique specialized in corporate finance and headquartered in Shanghai.
Prior to establishing Capital Eight, Joanne worked in senior corporate finance positions with UBS, Jardine Fleming and GE Capital in Europe, the USA and China.
Listing many Fortune 500, FTSE 100 and Sino 400 entities amongst her clients, Joanne continues to advise companies on China domestic and cross-border investment strategies, capital structuring, fund-raising plans and transaction negotiations.
Joanne has been active in representing the Foreign Financial Services Industry in China, engaging in peer dialogue with the Chinese Government and Chinese financial services entities. She is currently Vice Chair of the British Chamber of Commerce Financial Services Focus Group, a former Vice Chair of the Strategic M&A and Private Equity Working Group under the EU Chamber of Commerce in China and also participates in the Australian Chamber’s Financial Services Industry Group. In August 2011, Joanne was honored with unanimous election as the inaugural and founding Chair of the Australian Chamber of Commerce in Greater China, a newly established, national peak body that advocates Australian business in China.
Joanne holds an MBA from London Business School, an under-graduate degree from the University of Adelaide, South Australia and reads, writes and speaks Mandarin.

Ms. Victoria Taylor
Victoria has over 15 years of experience in infrastructure finance and environmental engineering related to construction, utilities, and real estate property development. She has extensive experience in infrastructure advisory and implementation of innovative financing solutions, having worked on some of North America and Europe’s leading PPP projects, including the Capital Beltway I-495 financing in Virginia, North Tarrant Express in Texas and the South Bay Expressway in California, USA as well as the High Speed Rail 1 in the UK and the Eurasia Tunnel in Turkey, recently recognized as the global transportation deal of the year by Infrastructure Journal.
Victoria has experience across a number of different infrastructure asset classes, including transportation transactions, transit transactions, energy transactions (coal-fired and waste-to-energy facilities), freight and passenger heavy rail transactions, port transactions, water transactions, and social infrastructure transactions including hospitals and courthouses.
As a financial advisor with PFAL and in previous positions as a lender and advisor with DEPFA Bank and WestLB, Victoria has been responsible for negotiating concession agreements and running programs for clients to deliver financing solutions for complex transactions drawing on diverse funding sources, including bank debt, tax exempt private activity bonds, government subsidized TIFIA loans, multilateral loans, export credit agency financial products, and complementary derivative products. Victoria’s experience also includes coordinating activities across multiple disciplines eg. legal, technical, engineering, economic and environmental. She is currently leading teams performing financial advisory services for a University of Kansas capital expansion program and the LA River Revitalization urban greening project, a major redevelopment initiative in Los Angeles County.

Mr. Ray Chisnall
Ray Chisnall is Country Manager of China and Asia Pacific Regional Director for Gleeds. He has nearly 30 years’ experience within the construction industry. Having spent the last 20 years working in Asia, he has extensive experience at a senior level in all aspects of consultancy, design, construction, operation, business and cost/project management across Asia Pacific but with a particular focus on China where he has lived for 15 of the 20 years. He is actively involved in public organizations and is Chair of the Construction & Property Focus Group for the British Chamber (Shanghai) and for the Australian Chamber (Shanghai). He sits on the PPP Steering Committee with representatives from FCO, UKTI, CBBC and the private sector. He has previously delivered PPP seminars in Shanghai and Beijing. He also works with UKTI and the FCO on HVO, PPP & Healthcare initiatives.
