General Secretary Xi Jinping stressed in the report of the 20th Party Congress that "accelerating the planning and construction of a new type of energy system". The Action Programme for Peak Carbon by 2030 proposes to build a new type of power system with a gradually increasing proportion of new energy sources and to promote the optimal allocation of clean power resources on a large scale.
