排污许可与自行监测许可证&疫情后企业办公环境对员工健康的影响和管理

为进一步推动环境治理基础制度改革，改善环境质量，2016年11月，国务院办公厅印发了《控制污染物排放许可制实施方案》，系统提出了排污许可制改革的顶层设计，明确要求将排污许可制建设成为固定污染源环境管理的核心制度，实现对固定污染源的“一证式”管理。2019年底，又进一步扩大污染物排放管理所涉行业，收紧对污染物排放的管理。而企业自行监测，又是许可证中台账管理的重要组成，也是企业自证守法的重要依据。
传统意义上的EHS管理，企业对员工的健康管理主要集中在工作场所中一线接触职业病危害的普通劳动者。疫情后我们重新思考和梳理，会发现其实办公室空气、空调和饮用水等对员工的健康同样重要。
