Decarbonization of the electric power system is the key to realize the “double carbon” target. EU SMEs have to increase the usage of renewable energy while decreasing coal power when facing the ever-growing demand in electricity. However, to meet the target is not simply stop using coal power, but to realize multi-energy integration and complementation by optimizing the combination of coal and new energy, and furtherly establish low-carbon electric power system with renewable energy as the main body.

General Secretary Xi Jinping stressed in the report of the 20th Party Congress that "accelerating the planning and construction of a new type of energy system". The Action Programme for Peak Carbon by 2030 proposes to build a new type of power system with a gradually increasing proportion of new energy sources and to promote the optimal allocation of clean power resources on a large scale. Nowadays, the new power system is an important component of the new energy system and a key vehicle for achieving the "dual carbon" goal. Therefore, the European Chamber Shenyang Chapter and SIPC jointly organised a seminar to invite representatives of members to discuss the situation of the electricity market in Liaoning Province, the development of market transactions in 2023, that of green power business such as green certificates and virtual power plants, as well as the problems that users faced.

Published in June 2020 by the European Parliament and European Council, the European Union (EU) taxonomy for sustainable activities sets a framework to classify ‘green’ or ‘sustainable’ economic activities executed in the bloc. The aim is to fuel investments to meet the objectives outlined in the EU’s Green Deal strategies and achieve the sustainable transformation of the bloc’s economy.
Following the publication of the EU taxonomy, the People’s Bank of China (PBOC) and the European Commission published the first Common Ground Taxonomy (CGT) in November 2021, with further updates a year later. This document lists activities that meet green finance definitions in both the EU and China, making it easier for international investors to provide financial support to Chinese borrowers for sustainable projects.

The Environment Working Group is pleased to invite you to its 2023 Kick-off Meeting, Chair Elections and Position Paper Discussion on Monday 3rd April 2023, 15:30-17:00 at the European Chamber’s Beijing and Shanghai Offices.

In the first part of this meeting, Rachel Zhang, Climate Change Certification Manager of TÜV SÜD, will present a keynote presentation on the Carbon Border Adjustment Mechanism (CBAM) : What are the implications for European companies ?



From 1st October, the transition period of the Carbon Board Adjustment Mechanism (CBAM) will begin, where the embedded GHG emissions of some exported products will be required to be reported on a quarterly basis. These policy changes will impact many European companies operating in China, particularly due to global pledges to reduce carbon emissions. Which industries will be affected and how will the GHG emissions be calculated? How will this be reported? This keynote presentation will outline the CBAM scheme and share some best practices from a verifier’s perspective.

The second part of the meeting will consist of the Chair Elections and Position Paper Discussion. Candidates running for the elections will introduce themselves and their goals for the Environment Working Group over the next 12 months.
