We are in uncharted waters. A crisis unlike anything ever before has engulfed the global economy and upended entire industries and business models. Leaders in every industry have a crucial role to play in helping the world get through this crisis, while facing uncertainty and still finding themselves navigating in the dark.
In China, the pandemic further exacerbated the emergence of the ‘one economy, two systems’ model, damaging foreign business sentiment and pushing business leaders to make challenging decisions. Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.

Mr. Carlo Diego D’Andrea
Mr. Carlo Diego D’Andrea
Founder and Managing Partner of D’Andrea & Partners Legal Counsel, and Founder of DP Group.
Graduated in Law at the University of Teramo (Italy), he then subsequently obtained a Masters’ degree in Corporate Advisor at LUISS University in Rome and a Diploma in Chinese Studies at Nanjing Normal University and is a member of the Italian Bar Association.
Mr. D’Andrea arrived in China in 2005 and is fluent in Italian (mother tongue), English, Mandarin Chinese and Spanish. He mainly deals with cross-border mergers and acquisitions, assistance in ODI/FDI and intellectual property rights.
He is also acting as Vice President of the European Chamber and Chair of the Shanghai Chapter.
Mr. Jörg Wuttke
Mr. Jörg Wuttke
Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.
Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.
From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China
From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.
From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.
In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.
Ms. Mary Boyd
Ms. Mary Boyd
Mary Boyd is responsible for programme development and client servicing in Shanghai. She also provides research and conceptual support on China for Corporate Network programmes.
Before joining the Economist Group Mary Boyd was in the Canadian Department of Foreign Affairs, serving on assignment in Hong Kong, Thailand, Taiwan and China (in Shanghai, Guangzhou and Chongqing). Since leaving government service she has researched and published on economic development and governance issues in China, and has undertaken consultancy work for the World Bank and other international institutions, as well as multinational companies. She has written for a number of Economist Intelligence Unit publications, including Country Report, China Hand and Business China. She co-authored the Economist Intelligence Unit report Taking on the Competition: Domestic Companies in China in 2005.
Ms Boyd has an MA (Area Studies) and an MSc (Public Policy and Management) from the School of Oriental and African Studies, University of London, and has also completed language studies at Nanjing University. Her research interests include local governance and decentralization policies, and public-sector reform.

Mary is an expert on economic development and governance issues in China and has written for a number of Economist Intelligence Unit publications, including Country Report, China Hand and Business China.
Mr. Francis Liekens
Mr. Francis Liekens
Francis was appointed Vice President, Atlas Copco (China) Investment Co., Ltd. in August 2016. Based in Shanghai, he oversees Atlas Copco Group’s operations in Greater China, with more than 45 legal entities, and reports as the Corporate Group’s representative to the CEO and CFO of the Atlas Copco Group.
Over the past 30 years, he has held various managerial positions with increased responsibility within the Atlas Copco Group and has been working most of his time in different countries in Europe and Asia. Prior to his current position, he was the General Manager of Atlas Copco Singapore & Malaysia.
Francis is a Belgian citizen and holds a master’s degree in business administration. He has the Permanent Resident id in China.
Ms. Charlotte Roule
Ms. Charlotte Roule
Charlotte ROULE is Overseas Representative in Paris of the European Union Chamber of Commerce in China and Chief Strategy Officer of ENGIE.
She worked in China from 2016 until this Summer, initially as COO, Head of Business Development and Innovation, then as CEO, of ENGIE China. In line with ENGIE’s strategy and values, she promoted and developed there clean energy (mainly solar) and clean solutions for cities and industries, such as district cooling and electrical mobility, as well as energy efficiency. She also served as VP of the European Chamber of Commerce in China from 2018 to 2021.
Before working in China, Mrs. Roule was based in Cheshire, UK, where, jointly with her team, she’s been developing the largest onshore underground gas storage of the country. Prior to this, she served as VP, Audit and Risks and VP, HR in Storengy, ENGIE’s affiliate dedicated to underground gas storage, based near Paris.
She is external trade advisor to the French Government.
Mr. Tom Hancock
Mr. Tom Hancock
Tom Hancock is China consumer correspondent at the Financial Times, based in Shanghai, where he reports on corporate news, pharmaceutical and retail, commodities, and Chinese society and politics.
Prior to joining the FT, Hancock spent four years as Beijing correspondent for Agence France-Presse. During his time with AFP, he covered issues from human rights activism to human hair exporters, striking factory workers and factory bosses fuelling demand for private islands. He has also worked at the Chinese financial media outlet, Caixin.
Hancock graduated from the University of Cambridge with a degree in philosophy. He studied Chinese at Renmin University in Beijing on a Confucius Institute scholarship.
Mr. Kenneth Jarrett
Mr. Kenneth Jarrett
Kenneth Jarrett is a Senior Advisor with the Albright Stonebridge Group, a strategic advisory firm based in Washington, DC. He previously served as President of the American Chamber of Commerce in Shanghai from September 2013 to December 2018. Prior to that he was the Greater China Chairman for APCO Worldwide, a Washington-based public affairs consultancy from 2008 to 2013, and before that a U.S. diplomat from 1982 to 2008. During his 26-year diplomatic career, his postings included Consul General in Shanghai, Deputy Consul General in Hong Kong, and Director of Asian Affairs at the White House National Security Council. He also served in Beijing, Chengdu, Singapore, and had several assignments in Washington, DC. Mr. Jarrett has degrees from Cornell University, Yale University and the National War College. He is a frequent commentator on the business environment in China, and has been quoted in outlets including Bloomberg, the Economist, the Financial Times, the Los Angeles Times, the New York Times, and the Wall Street Journal, among others. He is the recipient of the Magnolia Award (Silver) from the Shanghai government and is a member of the National Committee for US-China Relations.
Dr. Jonathan Woetzel

Based in Shanghai since 1996, Jonathan Woetzel is a Senior Partner in McKinsey’s Shanghai office and Director of the McKinsey Global Institute (MGI) in Asia. In addition to his work advising domestic Chinese and multinational businesses on their strategic issues, he also co-leads the Urban China Initiative (UCI),a think tank devoted to transforming China’s urban future, and is a lecturer at the Peking University, Guanghua School of Management, the China-Europe International Business School, and an honorary lecturer at Jiaotong University’s Antai Business School.
Ms. Elisabeth Staudinger
Ms. Elisabeth Staudinger
Elisabeth Staudinger is currently President of the Asia Pacific region for Siemens Healthineers, based in Shanghai. Elisabeth joined Siemens in 1998 and has held several roles with increasing responsibility spanning procurement, strategy, manufacturing and R&D. Prior to relocating to the Asia Pacific region Elisabeth was global CEO of the Refurbished Systems Business of Siemens Healthineers.
Elisabeth has been closely connected to China since 1991, studying at both Nanjing and Peking Universities. In 1997, she spent some time working with ‘Advantage Austria’ the Austrian trade promotion organization in Beijing. After joining Siemens, she headed an international procurement office from 1999-2002 in Shanghai, returning briefly in 2004, and has been in her current role since 2018.
Elisabeth studied Sinology and Economics in Vienna, Nanjing, and Beijing and holds a master’s degree in both subjects. Since 2019, she has been an active board member of the Asia Pacific Medical Technology Association (APACMed).
