On 30th July 2020, the Shanghai Municipal Government published the newly amended Administrative Measures for Foreign Talent Residence Permits of the Shanghai Municipality, which has attracted extensive attention from foreign business community in Shanghai. According to Chinese media reports, the new Measures will further enhance the application of Foreign Talent Residence Permit as a mechanism for attracting and retaining foreign talents. The Measures also plan to strengthen the support for the regional reforms in the Lingang New Area, Zhangjiang Science City and Hongqiao Central Business District, while demonstrating the leading role of the Yangtze River Delta Integrated Development Demonstration Zone.

The European Union Chamber of Commerce in China is pleased to welcome Mr Liu Kai, Director of the International Cooperation Department of the Shanghai Municipal Bureau of Human Resources and Social Security to present the amended Administrative Measures for Foreign Talent Residence Permits of the Shanghai Municipality. This session offers an opportunity for participants to gain a deeper understanding of the new Measures and the application process and requirements, in order to adjust companies’ human resources policies according to the latest amendments.

Ms. Jeanette Yu
Jeanette Yu is Partner and head of Employment & Pensions Practice Area Group of CMS, China. She has more than 20 years’ experience in providing advice for international companies on labour law issues and compliance management. Her extensive track record comprises recruitment and dismissal of employees, formulating employee handbooks and implementing its policies, work permits and visa issues of expatriates, international secondment, data privacy, non-competition, social security, trade union and labour disputes. She has also been involved in significant projects of business transactions and restructuring, advising clients on employee transfer, relocation and lay-off of employees as well as negotiation of employment contracts and separation agreements.
Since 2017, Jeanette has been acting as the National Chair/Vice Chair of HR Working Group of European Chamber of Commerce in China. This year Jeanette was elected as the National Chair of HR Working Group of European Chamber of Commerce in China.
Starting from 2017, Jeanette acted as the Vice Chair of HR Working Group of European Chamber of Commerce in China, and the Chair in 2019. Jeanette is also a member of Shanghai Law Society Labour and Social Security Law Research Branch.
