‘New Infrastructure’ (NI) is likely to become an engine that drives economic recovery post-pandemic in China, with investment in the core sectors of NI, such as smart infrastructure construction, energy-efficient solutions and information and communication technology have been accelerating. While European companies boast unique advantages in the development and utilisation of high technology in NI-related areas, we believe that the EU-China cooperation will bring benefits to the people and societies of both sides.
The European Union Chamber of Commerce has been committed to facilitate exchanges amongst its members and stakeholders, by launching the NI series of activities to help our members to better understand the latest policy updates and best practices under the framework of NI.
The European Chamber’s Construction Working Group, Environment Working Group and Energy Working Group jointly organize a study trip to visit two selected NI demonstration sites in Hebei Province - Active House construction of VELUX China in Langfang Economic & Technical Development Zone and Jingjinji Big Data Comprehensive Pilot Area in Wuqing Gaocun Technology Innovation Park. The European Chamber hopes that this trip can demonstrate how the concept of NI can catalyse the revolution of traditional construction and energy industries.
Introduction to the Data Demonstration Centers （selected to be visited）:
China Telecom Beijing-Tianjin-Hebei Data Center: The project covers an area of 245 acres, a total investment of 5 billion yuan, is expected to build 25,000 cabinets, annual output value of about 1.1 billion yuan, annual tax revenue of 130 million yuan. In addition to data center construction, the project will also build a national communications hub, China Telecom has become one of the country's nine core nodes, and strive to become the core node of the Internet international export. The project sets up NO-IOT (NarrowBand Internet of Things), eMTC Internet of Things and AI Open Laboratory to build the Internet of Things, artificial intelligence support platform. At the same time, priority is given to the construction of 5G network pilot projects in the project area to promote industrial aggregation.
Pacific Telecom Tianjin Data Center: Committed to providing high-availability, high-security, high-reliable data processing services and network services to customers in Beijing, Tianjin and even china. The project covers a total area of 375 acres, construction area of 380,000 square meters, a total investment of 10 billion yuan, including covers an area of 160 acres of four data centers and covers an area of 140 acres of research and development headquarters office building and covers an area of 75 acres of Investment Center. Since the official launch of operations on October 28, 2014, well-known Internet enterprises and financial enterprises at home and abroad, such as Apple, Agricultural Development Bank of China, Jinshan, Century Internet, etc., have been stationed to carry out information storage, data processing and other services.
“新基建“成为中国后疫情时代经济复苏的新引擎动力，包括信息技术、智慧建筑、智慧能源在内的核心产业领域正加速发展。 欧盟企业在开发和利用“新基建” 相关技术创新方面独具优势，借此推动中欧合作将为双方带来巨大的潜在发展机遇。欧盟商会为促进中欧政商界在“新基建”领域的交流，开展了一系列的主题活动， 为会员获得国家的最新政策动向和合作契机搭建桥梁和平台。我们希望通过此次参观VELUX 主动式建筑和京津冀大数据综合试验区能让会员了解到“新基建”正引发的传统行业的重大革新。
待参观数据示范中心简介：
中国电信京津冀数据中心:项目占地245亩，总投资50亿元，预计可建成2.5万机柜，年产值约11亿元，年实现税收1.3亿元。该项目除数据中心建设外，还将建设全国通信枢纽，成为中国电信全国9大核心节点之一，争取该核心节点成为互联网国际出口。项目设置NO-IOT（窄带物联网）、eMTC物联网及AI开放实验室，打造物联网、人工智能支撑平台。同时在项目区域优先建设5G网络试点，推动产业聚集。
太平洋电信天津数据中心: 致力于为京津冀地区乃至国内客户提供高可用、高安全、高可靠的数据处理服务和网络服务。该项目总占地375亩，建筑面积38万平方米，总投资共100亿元人民币，包括占地160亩的四座数据中心和占地140亩的研发总部办公大楼以及占地75亩的招商中心。自2014年10月28日正式启动运营后，已有美国Apple、中国农业发展银行、金山、世纪互联等国内外知名互联网企业、金融企业进驻，开展信息存储、数据处理等业务。
