The 20th Communist Party of China (CPC) National Congress was announced to start on 16 October, 2022 in Beijing, a high-profile political event held every five years to discuss and decide the Party's key issues.
This year was meant to be a year of stability, as the Central Economic Work Conference of December last year had determined. The indicative growth target of 5.5 percent was considerably lower than the 8.2 percent achieved in 2021, but not unreasonable after the strong post-COVID rebound in 2021 and the slow international recovery.
China’s leadership is facing several serious economic challenges, from COVID flare-ups, real estate doldrums to fall-out from Russia’s invasion of Ukraine. The Party's 20th national congress comes at an important time to discuss these issues and a new team of leadership is expected.
The European Chamber is delighted to invite you to attend a timely online event that will take place on Tuesday on 25th October, 2022 at 16:00-17:30 (Beijing time) where a group of invited experts will share their research and observations for the 20th CPC National Congress. This event will provide business leaders and decision makers with insights into the implications the Party Congress will have for their businesses, the economy and the future of China.

Advisory Council Policy:
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to tournaments.

Roy Bao has been working in Merck for more than 6 years. Focus on corporate and government affairs. At the same time as Chairman of Merck Holding (China) co., LTD., Labor Union chairman, and Chairman of Merck China United Labor Union Committee.
Responsible for supporting Merck Life Science, Healthcare and Electronic three busienss sectors in development strategy, as well as related to the Chinese government at all levels of project cooperation investment plans, including project of 100 million euros Merck life science training center in Shanghai, China's first public OLED materials research and development center. Supporting the global strategy for the development of the national Merck group in China. As well as support the inheritance and carry forward the company 350 years long history and good reputation.
7+ years’ government working experience & unique views in 2-ways international trade and investment area, highly understand different political-geography related to business environment in China, Europe, USA and APAC. Total 19+ years’ work experience in government affairs, with a strategic thinking during the business development and be able to understand the „language“ from different governments perspective. Familiar with how to work with different levels Chinese government, even central government to support foreign investment and operation, i.e. provide strategy advice of state and local investments, policies and regulations, and advice about different level government internal approval procedure, process and characters. Mr. Jeff Astle
Mr. Jeff Astle
Jeff is APCO Worldwide Managing Director in its Shanghai office, and leads on client engagement, business development, business operations and service delivery.
He was previously the Managing Director of China-Britain Business Council in China, where he led teams helping UK business and stakeholders enter and grow in China, and managed relations with the China and UK government across China. Jeff has lived and worked in China for 12 years and worked in the APAC region for 20 years.
His career has spanned international trade development, marketing, communications, finance and corporate strategy roles. He began in the media industry, which culminated in being the launch marketing director for a UK national broadcast network and then strategic advisor to UK and European broadcasters. He later moved into consultancy, strategic advisory, advocacy and partnership development in Asia for various trade bodies, businesses and government institutions across the region.
He has postgraduate degrees in marketing (UWE Bristol Business School) and global business (Oxford University, Said Business School), and he is a Chartered Management Accountant (ACMA) and Chartered Marketer (MCIM).
Mr. Kenneth Jarrett
Mr. Kenneth Jarrett
Kenneth Jarrett is a Senior Advisor with the Albright Stonebridge Group, a strategic advisory firm based in Washington, DC. He previously served as President of the American Chamber of Commerce in Shanghai from September 2013 to December 2018. Prior to that he was the Greater China Chairman for APCO Worldwide, a Washington-based public affairs consultancy from 2008 to 2013, and before that a U.S. diplomat from 1982 to 2008. During his 26-year diplomatic career, his postings included Consul General in Shanghai, Deputy Consul General in Hong Kong, and Director of Asian Affairs at the White House National Security Council. He also served in Beijing, Chengdu, Singapore, and had several assignments in Washington, DC. Mr. Jarrett has degrees from Cornell University, Yale University and the National War College. He is a frequent commentator on the business environment in China, and has been quoted in outlets including Bloomberg, the Economist, the Financial Times, the Los Angeles Times, the New York Times, and the Wall Street Journal, among others. He is the recipient of the Magnolia Award (Silver) from the Shanghai government and is a member of the National Committee for US-China Relations.

Mr. Adam Dunnett
Mr. Adam Dunnett
Adam’s career has focused on trade & investment advocacy, promotion and association management. As the European Chamber’s secretary general, he is responsible for the overall implementation of its objectives, visibility, membership and advocacy activities across its 7 chapters and 9 offices in China (Beijing, Chengdu, Chongqing, Guangzhou, Nanjing, Shanghai, Shenzhen, Shenyang and Tianjin).
Adam joined the Chamber in 2006. He served first as the senior business manager, later as Beijing general manager, and since 2013 as the secretary general.
Previously, he worked a commercial officer at the Canadian Embassy in Beijing, 2000-2004 and from 2011-2012 he worked at APCO, a consulting firm, as deputy managing director. Since 2013 he is a board member and a rotating chair of the EU SME Centre. From 2014-2017 and again from 2023 he serves vice chair of the European Business Organisation Worldwide Network, an NGO that represents European advocacy organisations based in over 50 countries.
Adam holds dual British and Canadian citizenship. He holds an M.A.in International Development from the International University of Japan, and B.A in foreign languages from the University of Victoria.
