2022 marks the fifth anniversary of the rollout of China’s Cybersecurity Law and the first anniversary of the enactment of the Data Security Law (DSL) and the Personal Information Protection Law (PIPL). A host of related finalised and draft regulations have been released in recent months, especially on cross-border data transfer, bringing about imminent compliance requirements for foreign companies operating in the Chinese market.
This year’s Cybersecurity Conference will bring together a stellar line-up of thought leaders from industry, academia, law firms and research institutes, to brief the European business community on the status quo of cybersecurity and data protection regulatory developments, in order to help enterprises better understand what is expected of them and enable them to establish comprehensive compliance mechanisms.
This conference will be in English/Chinese, with simultaneous interpretation.
2022年是网络安全法实施五周年,也是数据安全法与个人信息保护法实施一周年。值此之际,网络安全、数据保护领域,尤其是数据出境有关规定、草案密集出台,对在华运营外资企业提出了迫切合规要求。
本次网络安全大会将邀请行业领袖、资深专家共济一堂,为欧洲在华企业梳理网络安全、数据保护领域的最新立法进展,帮助跨国企业完整理解先行规定的相关要求,建立起全面的合规管理机制。
本次会议以中文为主,会议现场将提供中英同声传译。

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.

Mr. Michael Chang
Member of China Leadership team, EVP, Head of CX Strategy & Technology, Board Member of Nokia FUNO. He has over 22 years of managerial experience in multinational companies on ICT research & innovation, standardization, technology strategy and regulations and Pre-sales. After joining Nokia, he has assumed various managerial roles in research & standardization, strategy & regulations, Solution Pre-sales/Sales support. He currently looks after all major technologies frontline relevant to Nokia mission and thought leadership in Greater China, e.g. 5G/6G, oRAN/vRAN, critical network evolution, cloud & digital transformation, technology policies for cybersecurity and data security.
Supervisory Board Member of CCSA (China Communication Standard Association). National Chair of ICT working group, EU Chamber of Commerce in China (EUCCC). Michael served as Vice President and Board Member for EUCCC (2017-2019), where he played a leading role in China-EU high level dialogue on High-Tech & Digital policies and cross-industry exchanges. Michael was a member of the “EU-China Expert Group on Digital Economy & Cybersecurity” formed by China & EU government as top dialogue platform on digital policies coordination.
Mr. Gabriele Bertolli
Mr. Gabriele Bertolli
Gabriele coordinates the Digital Policies Section at the EU Delegation to China. Prior to that, he worked for the European Commission in Brussels, in the digital policy department (DG CONNECT), with a focus on media policy and content. Before joining the Commission, he worked as a consultant in European affairs, mainly on digital files. He has a background on European affairs (College of Europe) and media & communications (University of Bologna and Free University of Brussels).
Mr. Xinjie Wang
Mr. Xinjie Wang
Mr. Wang Xinjie, is the general manager of Beijing Powertime Co., Ltd. He has been engaged in cyber security since 1999 and has specialized in in information security management systems consulting and auditing, Classified Cybersecurity Protection Scheme (CCPS), information system auditing, information security risk management and business continuity management. Since 2002, he has been engaged in the Chinese mirror committee to ISO/IEC JTC1/SC27, SAC/TC 260. As a committee member of TC260, he has been involved in the development of many Chinese information security national standards. He has been honored twice with the prestigious award of Advanced Individual in National Information Security Standardization Work.
He has been actively involved in the work of ISO/IEC JTC1/SC27 since 2007. During this time, he has taken part in all of the working group meetings of WG1 including many of the SC27 Plenary meetings, giving him a broader management perspective of the sub-committee and its technical work.
He established and currently runs the China authorized agency of (ISC)2 the certification body of the CISSP. He is also a member of RAISE (Regional Asia Information Security Exchange Forum) a regional platform for the Asian standardization community. He developed the training courses for ISMS Auditor and CISP-A Information System Auditor, and published the National Certified Information Security Management System Auditor Training Courses and the Guideline on the Implementation of Medicare Industry Information Security Classified Protection, and took a lead in the translation of Handbook for the International Critical Information Infrastructure Protection.
Mr. Yanzhe He
Mr. Yanzhe He
He Yanzhe is among the drafters of various Chinese personal information protection and cross-border data transfer standards. At this meeting, He will share his thoughts on the role of standards in the cybersecurity compliance landscape and give an introduction to the design, key provisions and status of the draft Personal Information Security Impact Assessment (PISIA) Guide currently being formulated by the National Information Security Standardisation Technical Committee (TC260).
Mr. Chen Jihong
Mr. Chen Jihong
Chen Jihong is a Partner at Zhong Lun Law Firm and is widely regarded as one of the leading cyber security and IP lawyers in the PRC having advised some of the world's largest companies, both foreign and domestic.
Mr Chen’s main areas of legal expertise include: TMT Law, Intellectual property protection, IP portfolio management, IP licensing, e-Commerce, Privacy and data protection, anti-unfair competition, cyber security, domain name dispute resolution, IT and High-tech related legal matters.
Fluent in both Chinese and English, Jihong received his Masters at Tsinghua University in 1996, before graduating from Chicago-Kent College of Law in 2002. Mr Chen is widely published in leading academic journals and has received numerous awards domestically in the areas of IP and telecommunications law, most recently Mr. Chen was selected as “2015 China Top 15 IP Lawyers” by Asia Law and Business and in 2016 was awarded “Telecommunications Law -Lawyer of the Year in China” by Corporate INTL.
Associate Prof. Ke Xu
Associate Prof. Ke Xu
Associate Professor Xu is Director of Digital Economy and Legal Innovation Research Centre of University of International Business and Economics. He visited the University of California, Berkeley, the University of Chicago, and the Institute of Law of the Academia Sinica in Taiwan, and served as a postdoctoral fellow at Renmin University of China.
He research areas focus on network law, company law, legal economics, basic theory of private law.
Ms. Xiaowen Ma
Ms. Xiaowen Ma
Xiaowen Ma serves as Senior Public Policy Manager for Infineon Technologies. She currently chairs the European Chamber’s Cybersecurity Sub-working Group. Prior to this role, Xiaowen worked as Senior Business Manager at the European Chamber, where she was responsible for the Information and Communication Technology Working Group and the Cybersecurity Sub-working Group, led the Chamber’s engagement with Chinese and European governments and other stakeholders in the ICT field, and provided counselling to European companies on market entry and regulatory issues, especially on cybersecurity, encryption, data protection and telecoms/cloud.
Xiaowen holds a Master’s degree in European Affairs from Sciences Po Paris, and a Bachelor’s degree in French Language and Literature from Renmin University of China.
