Data sharing is a topic that is gaining traction worldwide.
The EU, for example, is enacting horizontal and sectoral legislation to further boost data sharing. The European strategy for data of February 2020 also foresaw the creation of common European data spaces in strategic sectors such as manufacturing, mobility and green deal. One of the most prominent data spaces is Catena-X, the first collaborative, open ecosystem for the automotive industry of the future, linking global players into end-to-end value chains, with the shared goal of a standardized global data exchange.
In China, at the end of 2022, the Central Committee of the Communist Party of China and the State Council jointly issued the Opinions on Building Basic Systems for Data to Better Give Full Play to the Role of Data Resources (Twenty Data Measures), aiming at fully leveraging China’s abundant data resources and rich application scenarios, and shedding light on Chinese-style data governance. Since then, relevant government agencies have stepped up efforts in exploring concrete policy measures.
Against this backdrop, the European Chamber is delighted to extend invitations to three esteemed speakers for a comprehensive discussion on data sharing in both the European Union and China. We are honored to welcome Ms. Barbara Li, Vice Chair of the Cybersecurity Sub-Working Group of European Chamber, who brings nearly three decades of experience in advising MNCs on complex legal issues in her senior legal roles at international law firms and in-house positions. Additionally, we are pleased to introduce Mr. Frank Goeller, Vice President of Internationalization at Catena-X, and Ms. Zhang Monan, Deputy Director of the Institute of American and European Studies at CCIEE. Together, we will address the strategic, technological, and regulatory dimensions, exploring how companies more broadly can overcome data sharing challenges, harness the power of data, and envision possible avenues for global cooperation.

Member of China Leadership team, EVP, Head of CX Strategy & Technology, Board Member of Nokia FUNO. He has over 22 years of managerial experience in multinational companies on ICT research & innovation, standardization, technology strategy and regulations and Pre-sales. After joining Nokia, he has assumed various managerial roles in research & standardization, strategy & regulations, Solution Pre-sales/Sales support. He currently looks after all major technologies frontline relevant to Nokia mission and thought leadership in Greater China, e.g. 5G/6G, oRAN/vRAN, critical network evolution, cloud & digital transformation, technology policies for cybersecurity and data security.
Supervisory Board Member of CCSA (China Communication Standard Association). National Chair of ICT working group, EU Chamber of Commerce in China (EUCCC). Michael served as Vice President and Board Member for EUCCC (2017-2019), where he played a leading role in China-EU high level dialogue on High-Tech & Digital policies and cross-industry exchanges. Michael was a member of the “EU-China Expert Group on Digital Economy & Cybersecurity” formed by China & EU government as top dialogue platform on digital policies coordination.

Barbara is a partner based in Beijing. With almost three decades’ experience working in a senior in-house legal role at the Beijing and London offices of leading international firms, as well as providing business consultancy services at PwC, Barbara brings a wealth of knowledge to advising international and Chinese companies and financial institutions on doing business in China and globally. She focuses her practice on complex, cross-border M&As, joint ventures, strategic alliances and foreign direct investment in a wide range of industries including the high-tech, telecom, energy, infrastructure, automotive, pharma and high-end manufacturing industries. She also counsels Chinese companies on their outbound strategies and major transactions.
Barbara has a particular interest in the cyber, data, technology and FinTech sectors, with significant experience advising international companies and financial institutions on navigating China’s evolving legal regime governing data and cybersecurity. She is regularly engaged by clients to provide legal support on high-stakes data and cybersecurity-related issues including managing complex, cross-border data transfers, the digital transformation of businesses, and the deployment of emerging technologies such as AI, cloud computing and blockchain. Barbara also advises Chinese companies on global data compliance projects under the laws of other countries, such as the EU GDPR. She is recognised as a Certified Information Privacy Professional (CIPP/EU) by the International Association of Privacy Professionals (IAPP) and is an IAPP-designated writer for the Asia-Pacific region.
Barbara is widely recognised in the Chinese market as an eminent data/tech lawyer and is described as “having extensive experience in complex TMT regulatory issues” by Legal 500. She is ranked as a leading individual in corporate, M&A, TMT and FinTech by various legal directories, including Chambers, Legal 500, Asian Legal Business, IFLR1000 and WhichLawyer, and received the China Top 15 TMT Lawyer award 2020 from Asian Legal Business.
Benefiting from her in-house experience, Barbara works closely with the industry and is frequently invited to share her insights at premier international professional and industry conferences organised by the IAPP, the Asia Privacy Forum and the Economist Corporate Intelligence Network, among others. She served as the vice chair of the Cybersecurity Sub-Working Group and the Construction Working Group of the EU Chamber of Commerce in China for several years.

Since 2019, Frank Goeller, as Head of Digital Production & Processes, has been entrusted with the main task of designing and controlling the group-wide digitization activities in production and logistics. The overarching goal is the orchestration of the conversion of the IT architecture and the value-added processes towards an autonomous, continuously networked and digitally planned production.
Before joining Volkswagen Group in 2019, he held various management positions in industry and consulting and set up his own start-up in the field of "green energy". For him, digital change in companies is essential and, above all, can only be implemented in the triad of people, processes and products.
Since May 2021, Mr. Frank Goeller has also been an active member of Catena-X Association, currently as Vice President Internationalization, as a representative of Volkswagen Group in order to be able to support the automotive industry's shared vision of end-to-end data chains and a collaboratively used data ecosystem.

Zhang Monan, Ph.D., Management and Science Engineering, Harbin Institute of Technology, Postdoctoral Fellow, State Information Center, Deputy Director of Institute of American and European Studies, China Center for International Economic Exchanges (CCIEE), Professor. International Cooperation Program Exchange Scholar of the United Nations Development Program (UNDP) and Senior Visiting Scholar of the International Scholar Visit Program (VFP) of the Korea Institute for International Economic Policy. Graduate tutor, School of Economics, Central University of Finance and Economics. She is currently an expert member of the National Development and Reform Commission's Senior Title Evaluation Expert Committee, a consulting expert of the Ministry of Commerce, a consulting expert of the Central Cyberspace Administration/Ministry of Commerce's "Digital Trade Expert Committee", and an expert of the Evaluation Committee of the Chinese Statistical Society of the National Bureau of Statistics.
Dr. Zhang has long been committed to global macroeconomic analysis, global value chain, digital economy, digital trade and global economic and trade rules, and is good at international economic and trade strategy research. In recent years, she has presided over and undertaken more than 70 projects of the National Social Science Foundation, the United Nations Development Program and the World Bank. In addition she has published seven academic monographs, including Entrepreneurial Economics, Great Change: Global Value Chains and the Next Generation of Trade Governance, Game: China's Opportunities and Challenges under the Global Value Chain Transformation, and China-EU Competition and Cooperation, and co-authored and edited more than 30 academic books.
Dr. Zhang has provided decision-making support to the leaders of the Central Government and The State Council, and deeply participate in the relevant decision-making process. In recent years, he has written a number of socially influential and academically valuable reports. Some of these reports have received important instructions from State leaders and provided important references for the Party Central Committee and macro departments, which are directly or indirectly translated into policy decisions.
