In March 2024, the State Council of China announced an action plan aimed at promoting high-level openness and attracting foreign investment—a significant gesture amid market distrust and global geopolitical tensions. Yet, China’s economy has not experienced the swift rebound anticipated in 2023 since the lifting of Covid measures. The recovery of consumer demand has been insufficient to stimulate the market, while persistent structural challenges related to debt and real estate, along with a series of national security-focused legislations, have compounded growth stagnation and added layers of complexity and uncertainty.
The latest edition of the European Chamber’s European Business in China Position Paper 2023/2024, published on 20th September 2023, represents an extensive review by 48 working groups, desks, and forums of China’s business environment. It details the challenges faced by European companies operating in China and offers over 1000 constructive recommendations to the Chinese government on resolving these issues.
We invite members of the Spanish and Hispano-American business communities in Shanghai to join us for an insightful discussion on the issues, recommendations, and potential solutions outlined in the Position Paper, with a focus on how these matters affect and can be addressed by businesses in your communities.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Mr. Carlo Diego D’Andrea
Founder and Managing Partner of D’Andrea & Partners Legal Counsel, and Founder of DP Group.
Graduated in Law at the University of Teramo (Italy), he then subsequently obtained a Masters’ degree in Corporate Advisor at LUISS University in Rome and a Diploma in Chinese Studies at Nanjing Normal University and is a member of the Italian Bar Association.
Mr. D’Andrea arrived in China in 2005 and is fluent in Italian (mother tongue), English, Mandarin Chinese and Spanish. He mainly deals with cross-border mergers and acquisitions, assistance in ODI/FDI and intellectual property rights.
He is also acting as Vice President of the European Chamber and Chair of the Shanghai Chapter.
Mr. Juan José Zaballa

Mr. Juan José Zaballa
Juan José Zaballa holds a PhD in Economics and Business and is a member of the Spanish Civil Service Corps of State Economists. Currently, he serves as the Commercial Counsellor and Chief of the Spanish Economic and Commercial Office in Shanghai at the Spanish Embassy to China.
Throughout his career, Zaballa has held several significant positions, including Vice Director General for Export Finance at the Spanish Ministry of Economy and Finance, and Chairman of the EU Council Group for Export Finance during the 1989 and 1995 EU Spanish Presidencies. He has also served as Chairman of the Spanish delegation to the Paris Club, and as Chairman of the Board and CEO of Compañía Española de Financiación del Desarrollo (COFIDES, S.A.). His extensive experience extends to the venture capital sector, where he was a General Partner of the PYMEX (Mexico) and PYMAR (Argentina) venture capital funds. In addition, Zaballa has held the role of General Manager at Paradores de Turismo de España S.A., and Chairman of the Board and CEO of Empresa Nacional de Residuos Radiactivos S.A. (ENRESA). Zaballa has provided his expertise as a Special Technical Advisor to the Fukushima Daiichi Nuclear Damage Compensation and Decommissioning Facilitation Corporation in Japan, and as an Executive Advisor to the Treasury, Chief Risk Officer at the Spanish Ministry of Economy. He has also been a board member of Compañía Española de Seguros de Crédito a la Exportación S.A. (CESCE) and DEFEX S.A.
In the realm of academia, Zaballa has contributed as a teacher and director in postgraduate courses at Universidad Autónoma de Madrid, Universidad Carlos III, Universidad Rey Juan Carlos, and Instituto de Empresa. He is also the Managing Director of Iberglobal, Consultoría de Internacionalización S.L., and a consultant on international finance and investment issues.
Mr. Antonio López Arce

Mr. Antonio López Arce
Mr. Antonio López Arce was born in Madrid Spain. He holds a bachelor's degree in Economics and Business Administration from Universidad Europea de Madrid (1996), and a Master's degree in Finance from the University Pontificia Comillas (1999).
In 1996, he began his professional career working in the Controlling department at Gestamp. After working for 3 years at Gonvarri Industrial at the Treasury Department, he took several roles within the Gestamp organization, including M&A analyst, Commercial Coordinator and Internal Audit Director.
In 2009, he moved to Shanghai to lead the financial activities of Gestamp in the Asia region. In 2014, he was promoted to Vice President Finance & IT at Gestamp Asia Division. He became the CEO of Gestamp Asia Division in 2021.
Mr. López was the Vice President of the Spanish Chamber of Commerce in China during 2016-2018.

Mr. Eduardo Morcillo
With 26 years of China corporate development and investment banking experience, Eduardo is Managing Partner of ICP (InterChina Partners). ICP ranks among China’s top 5 mid-market Investment banks with more than 200 M&A and Divestment transactions successfully closed. The company employs 60 people and has offices in Beijing, Shanghai, Hong Kong and London. InterChina is member of Clearwater International, one of Europe’s leading investment banking firms. Eduardo is a member of several board of directors in China and APAC, a member of YPO and an associate professor in Cheung Kong Business School and IE for MBA executive education. Prior work experience with Credit Suisse Asset Management (Madrid) and Sinclair Roche & Temperley (London).
Dr. Alicia García Herrero

Dr. Alicia García Herrero
Alicia García Herrero is the Chief Economist for Asia Pacific at French investment bank Natixis, based in Hong Kong and is an independent Board Member of AGEAS insurance group. Alicia also serves as Senior Fellow at the European think-tank BRUEGEL and as a non-resident Senior Follow at the East Asian Institute (EAI) of the National University Singapore (NUS). Alicia is also Adjunct Professor at the Hong Kong University of Science and Technology (HKUST). Finally, Alicia is and an advisor to the Spanish government on economic affairs, a Member of the Board of the Center for Asia-Pacific Resilience and Innovation (CAPRI), a member of the Advisory Board of the Berlin-based Mercator Institute for China Studies (MERICS), an advisor to the Hong Kong Monetary Authority’s research arm (HKIMR) and a Member of the Council of the Focused Ultrasound Foundation (FUF).
In previous years, Alicia held the following positions: Chief Economist for Emerging Markets at Banco Bilbao Vizcaya Argentaria (BBVA), Member of the Asian Research Program at the Bank of International Settlements (BIS), Head of the International Economy Division of the Bank of Spain, Member of the Counsel to the Executive Board of the European Central Bank, Head of Emerging Economies at the Research Department at Banco Santander, and Economist at the International Monetary Fund. As regards her academic career, Alicia has served as visiting Professor at John Hopkins University (SAIS program), China-Europe International Business School (CEIBS) and Carlos III University.
Alicia holds a PhD in Economics from George Washington University and has published extensively in refereed journals and books (see her publications in ResearchGate, Google Scholar, SSRN or REPEC). Alicia is very active in international media (such as BBC, Bloomberg, CNBC and CNN) as well as social media (LinkedIn and Twitter). As a recognition of her thought leadership, Alicia was included in the TOP Voices in Economy and Finance by LinkedIn in 2017 and #6 Top Social Media leader by Refinitiv in 2020.
