Dear Working Group Members,
On 19 December, the National Development and Reform Commission (NDRC) launched its much-awaited national carbon emissions trading scheme for companies in the power sector. This will be covering around 3 billion tonnes of emissions, representing around a third of China’s national emissions.
Questions such as a MRV system to ensure compliance, standards, liquidity of the market, the later expansion of the scope of the ETS to other sectors are still lacking clarity. In this respect, 2018 will be a turning point for the Chinese government to provide answer, clear guidance and sound policies to tackle climate change and CO2 emissions.
These and other issues affecting European companies in China should be reflected in the European Chamber’s annual Position Paper, whose drafting process will be discussed at the WG meeting. Min Li, China Representative at the International Emission Trading Association (IETA) will also join the WG meeting to contribute to the discussion by sharing her insight knowledge and providing inputs to make the Chinese government’s policies in the field of climate change effective.
In addition, the sub-Carbon Market Working Group is calling for candidates for the 2018-2019 Chair election. The following members will run for:
‐ National Chair (based in Beijing), Mr Wang Shu, Lead Managing Consultant at ICF International (CV attached).
In accordance with the European Chamber internal guidelines, the voting for the election (one vote per company) must be conducted in person at the working group meeting after each candidate has had the opportunity to give a short speech on why they would like to run. The duration of the term for the N Chair is one year. All elected chairpersons must sign the Code of conduct enclosed in the attachment upon taking the appointment offer.
As always, we encourage as many of our members as possible to attend to have their say in the leadership and representation of the sub-Carbon Market Working Group in the year ahead.
