In December 2017, the NDRC launched China’s national emissions trading system (ETS), which is expected to become the largest carbon emissions trading programme in the world and cover 30 per cent of China’s national emissions. This system represents a major effort to cap carbon dioxide emissions in China, and pilot systems are currently underway in Shanghai, Beijing, Tianjin, Shenzhen, Guangdong, Hubei and Chongqing. These pilots will in the long-term be integrated into the national system once the latter has been finalised.
The Shanghai Environment and Energy Exchange (SEEE) plays a leading role in carbon emissions trading as the official trading platform for the Shanghai pilot.Shanghai’s ETS pilot has been in operation since 2013 and covers more than half of the city’s emissions. It is the first Chinese pilot to use allowance spot forward trading and the only one to receive a 100% compliance rate.
Dr. Li Jin, Assistant General Manager of SEEE, will provide an update on the Shanghai ETS and discuss the development and implementation of the long-awaited national ETS.

Dr. Li Jin, Assistant General Manager of Shanghai Environment and Energy Exchange
Dr. Li Jin is a senior economist with 10 years of experiences in carbon markets, environmental and low-carbon market mechanism design, carbon financial products development, green financial products and business innovation. She joined the Shanghai Environment & Energy Exchange when it was established, and has deeply involved in the whole process of Shanghai ETS pilot scheme policy framework design, ETS management regulation, and the construction of a trading platform among other work. She was responsible for the design of carbon pledge loans, carbon repo, carbon lending trading and other innovative business models of carbon finance, and promoted the implementation and promotion among enterprises. In cooperation with the Shanghai Clearing House, she led the Shanghai Exchange team to develop the first carbon financial derivative with CCP clearing in China: the Shanghai Emission Allowance Forward, which was launched in the end of 2016. She has hosted several international cooperative projects with such organisations as the World Bank, ADB, UN, SPF, Energy Foundation. She has also hosted many important projects from central and local governments. She has more than 20 papers published in various journals covering carbon market, environmental finance, environmental policy, climate change economics and other related fields. She has published seven professional works independent or participated in their compilation.
