Meeting with EU Delegation on the European Union-China Steel Working Group
Representatives from the Chamber met with Mr. Perez-Canado, Mr. Devigne and Mr. Klein to receive an update on recent discussions related to the EU-China Steel Working Group. The Delegation representatives stated that they expect the refugee crisis in Europe and state of steel imports from China to be the top issues at this year’s European Union Summit. They stated that during meetings on steel their Chinese counterparts had provided incomplete and discouraging answers regarding their plans to address overcapacity in the steel sector and did not seem to know whether they would just be collecting aggregate numbers from the provinces or actual firm-level data. While officials from the National Development and Reform Commission and Ministry of Industry and Information Technology are working together on follow-up actions, their plans appear to be largely focused on enforcing environmental regulations, not by enforcing quotas, fining companies or provinces that violate quotas and cutting subsidies. Major inputters into the steel industry have reported to the European Delegation that, to date, their sales levels have remained stable.
The representatives from the European Chamber of Commerce in China outlined their recent work on overcapacity, answered related questions and outlined their plans for further work in this area in 2016.
