First introduced at a politburo meeting in May, the new ‘dual circulation’ strategy (DCS) has immediately become a buzzword and been widely discussed both home and abroad. The strategy envisions a new economic development mode by relying less on global integration and expanding domestic reliance.
In the face of rising global uncertainties associated with an increasingly hostile external environment, the new DCS indicates China’s attempt to establish a new paradigm that attaches balanced importance to both internationalization and self-sufficiency to cope with external vulnerabilities.
While the impacts of the DCS on the Chinese and global economy are yet to be investigated, this new strategy seems to be highly consequential and likely to be a key priority in the upcoming 14th Five-Year Plan.
The European Chamber is delighted to invite you to an exclusive dialogue with Dr. YAO Yang, Dean of the National School of Development (NSD), Peking University; Director, Cheung-Kong Scholar and Boya Chair professor of the China Center for Economic Research (CCER), to share with members his views on China’s New ‘Dual Circulation’ Strategy and the Five-Year Plan.

2020年5月,中共中央政治局常委会会议首次提出“构建国内国际双循环相互促进的新发展格局(双循环)”战略。“双循环”战略,旨在 “逐步形成以国内大循环为主体、国内国际双循环相互促进的新发展格局”,在全球经济波动、不稳定因素增加的大背景下,提高国内经济的弹性和自给自足的能力,在刺激内需的同时,继续吸引外资,稳定国际贸易。“双循环”战略的提出,引起海内外的密切注和广泛讨论。
“双循环”战略的核心在于兼顾国际化与自力更生,在增强本土能力的同时,重塑国际产业链与贸易链的布局,以应对不断变化的国际环境。
“十三五”规划收官在即,“十四五”规划亟待编制,“双循环”战略极有可能是“十四五”规划中的布局重点,其执行细节以及对国内外经济格局影响都意义重大。
中国欧盟商会邀请北京大学国家发展研究院院长、长江学者和博雅特聘教授,中国经济研究中心主任,南南合作与发展学院执行院长姚洋博士,就【解读双循环经济战略展望“十四五”计划】这一主题分享他的观点。

The National School of Development (NSD) at Peking University is a comprehensive college that offers a multidisciplinary environment for teaching and research in economics, management science, and public policy. Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Prof. Yang Yao
Prof. Yang Yao
Yang Yao is a Liberal Arts Chair Professor at the China Centre for Economic Research (CCER) and the National School of Development (NSD), Peking University. He currently serves as the director of CCER, the dean of NSD, the executive dean of the ISSCAD, and the editor of CCER’s house journal China Economic Quarterly. He serves the chairman of China Economic Annual Meetings and chairman of the Foundation of Modern Economics. He is a member of China Economist 50 Forum.
His research interests include economic transition and development in China. He has published more than hundred research papers in international and domestic journals including China Social Sciences, American Economic Review and American Political Science Review. He publishes or edits a dozen books on institutional economics, political economy, and economic development in China. He is also a prolific writer for magazines and newspapers, including the Financial Times and the Project Syndicate.
Dr. Yao was awarded the 2008 and 2014 Sun Yefang Award in Economic Science, the 2008 and 2010 Pu Shan Award in International Economics and the 2008 Zhang Peigang Award in Development Economics and was named the Best Teacher by the PKU Student Union in 2006 and the Best Advisor by the PKU Graduate Students Union in 2017.

Adam Dunnett is responsible for the overall implementation the European Chamber's objectives, visibility, membership and lobbying activities across its 7 chapters and 9 offices in China (Beijing, Chengdu, Chongqing, Guangzhou, Nanjing, Shanghai, Shenzhen, Shenyang and Tianjin).

Ms Liu Chang is the Chair of European Chamber’s Government Affairs Forum in 2018-2020 tenure. She has 20 years’ experience working in multinational companies both overseas and in China.
With abundant experience and in-depth understanding in policy and regulation analysis and their impacts on the development of foreign-invested enterprises in China,
Ms Liu Chang is also quite capable of cultivating and enhancing interactions with corporate and government stakeholders concerning policy advice and consultation. Ms Liu Chang has a wide network with regulators in different sectors including China’s leading authorities and associations at various levels.
