The European Union Chamber of Commerce in China and EU SME Centre and the are pleased to invite you to our hybrid workshop, in Guangzhou at the Mandarin Oriental Hotel and online via Zoom, on 26 October 2022.
Data security and cross-border transfers of data are essential for business activities and encourage innovation. Companies constantly use data generated from R&D or collected from customers in different locations to improve their products or develop new ones, often relying on teams based across the world.
Over the past years, China has considerably strengthened cybersecurity, data, and personal information protection governance. In 2017, the Cybersecurity Law (CSL) came to force outlining various obligations to network operators and internet service providers. In 2021, the CSL was complemented by Data Security Law (DSL) and the Personal Information Protection Law (PIPL), stipulating a series of obligations not only for actors based in China but also for those based elsewhere yet processing data or personal information generated in China. When doing business in China, SMEs need to be aware of the regulations they must follow to be compliant with the cybersecurity and data protection system.
Join our workshop to:
- Get an overview of China’s cybersecurity, data, and personal information protection framework;
- Understand the laws and regulations that SMEs need to comply with to do business in China;
- Understand what constitutes important data and how networks, data and personal information are further categorised into different classes and grades based on their risk and impact;
- Learn from the advice, experience and best practices of other SMEs and organisations active in China.
This training workshop will be held in English and is open to all interested SMEs from EU Member States and SMEs from countries participating in the Single Market Programme (Iceland, Liechtenstein, Norway).
Online participants will be contacted by email a few days before the event with the access link to the workshop via Zoom.
Offline participation: due to limited seating, offline registrations will need to be confirmed with an invitation. Invitations will be sent by email no later than two days before the event.

Javier Tora, who started in the world of fashion, 25 years ago, working in the family business, in Petrer, Alicante.
After having worked in several ventures, having lived in Villamartin Cadiz, and having worked in several companies, he decided to move to China where he founded the ES Grupo.
Es Grupo is a conglomerate of companies that employs more than 1300 people, with factories in Spain, China, Myanmar and Albania, offering OEM services to the main fashion brands internationally.
Recently, the group has expanded its activities in other sectors, such as the manufacture of personal protective equipment, investments, business centers, distribution of Spanish products in China.
He is currently the Chair of the EU SME Forum of European Chamber, President of the Chamber of Commerce of Spain in southern China, founder and coordinator of CEEC, (Club of Spanish Entrepreneurs in Canton), member of the Life Changing Club, CEO at Benessere Capital, founder of Juntos Business Incubator.

Alessio has worked for 6+ years on various EU-funded projects in China, mainly conducting policy and regulatory analysis for European companies looking to enter or already in the Chinese market. Key focus areas: market access regulations and barriers, investment attraction policies, standards & compliance – with particular focus on R&D, tech & innovation.
Alessio joined the EU SME Centre in October 2020. He coordinates reports, guidelines and technical assistance to European SMEs; he also delivers training about different market entry approaches and engagements with China, opportunities and risks, as well as do’s and don’ts.
Mr. Valentino Lucini
Mr. Valentino Lucini
Mr. Lucini is an Italian and Spanish lawyer working for a top tier Chinese Law Firm for almost ten year. He is specialized in cyber-security, TMT, technology transfer, AI, IoT, cross-boarder M&A projects, and foreign investment in China, Europe and USA. In 2021, Mr. Lucini was appointed Arbitrator before the Hainan Arbitration Court and appointed as Mediator before the Guangzhou Bar Association in 2022.
Mr. Lucini obtained a Master in law (LLM) at University of California at Berkeley in which he also obtained two certificate of specialization in Technology Law and Business Law. Mr. Lucini obtained the Certificate of Information Privacy Processional/Europe and Certificate of Information Privacy Manager from IAPP, the Certificate of Information Security Manager from ISACA and CompTIA Network+ certificate. Mr. Lucini also obtained a Certificate of Advance Cybersecurity from Stanford University, School of Engineering (Computer Science).

Besides leading the IT & IS team to provide a stable & efficient IT infrastructure and customized application systems for supporting the business operations across Dezan Shira’s network of offices worldwide, Thomas is also focusing on providing IT services to the firm’s clients to further enhance the contribution we make to their success.
Thomas has been working in the IT industry for almost 20 years and has rich experience on IT advisory, information security & compliance, cloud, IT infrastructure design & implementation, system administration, internal process / procedure control, and other IT related fields. Thomas has been focusing on compliance and information security in recent years to help clients deal with the challenges caused by complex compliance requirements when doing business in China and across Asia. Thomas supplements his strong technical understanding in the IT field with a comprehensive knowledge of China's legal system, obtaining the Chinese legal professional qualification certificate in 2022.
Prior to joining Dezan Shira & Associates in 2013, Thomas worked as an information security consultant before taking a position as an IT Manager in a multi-national company for 9 years.
Thomas holds a diploma in English and a bachelor in Computer Networks, and has completed a MBA degree at Hong Kong Polytechnic University. Thomas is a member of ISACA and has held a CISA (Certified Information System Auditor) certificate for many years. He is also a member of ISC2 with CISSP (Certified Information System Security Professional) and CCSP (Certified Cloud Security Professional) certificates. Besides recently obtained IAPP CIPT (Certified Information Privacy Technologist), EXIN ISO (Information Security Officer), EXIN DPO (Data Protection Officer) and ISACA CDPSE (Certified Data Privacy Solutions Engineer) certificates which are all focused on the privacy and compliance area, Thomas also holds various other IT professional qualifications including Microsoft 365 Security Administration, CCNP, MCSE, and MCDBA.
Ms. Isabelle Hajjar

Isabelle is head of Compliance with Tek-ID China, a Digital Risk Intelligence company. She leads regulatory and operational compliance support, consulting, strategy and program design, implementation and roll-out services for Tek-ID’s clients in the ICT and digital sphere, both locally in China and on a global level (cybersecurity, data protection, infrastructure, market access conditions, organizational issues, policies and procedures, training, etc.), in various sectors (from classic hosting to cloud services, SaaS vendors, e-commerce, retail, banking, automotive, investment funds, health, digital security products, etc.).
She further acts, for certain clients, as outsourced General Counsel / Compliance and Data Privacy Officer.
Isabelle has, since mid-2016, been actively engaged in the European Chamber of Commerce of China, currently she is the Vice Chair of the Cybersecurity Subworking Group - Shanghai, happily offering her support in their mission and lobbying activities.
Isabelle is also the co-founder and co-chair of the IAPP (Internal Association of Privacy Professionals) - Shanghai Knowledge Chapter, focusing on disseminating Knowledge and exchanging experience in all compliance matters for Data and Privacy Protection, as well as for neighboring subjects, such as cybersecurity.
Before joining Tek-ID, Isabelle had already accumulated some 19 years in the ICT - digital field, with 9 years as an Attorney in Europe, followed by in-house experience as General Counsel for ICT Companies, with additional skills in General Management (as COO) & Compliance. She has been based in China for some 11 years.

Chinese law firm. Bill’s practice focuses on privacy and data protection, cyber security and regulatory compliance.
Bill has assisted many clients in establishing global data protection governance framework and compliance program according to GDPR and PRC data protection laws.
Bill is experienced in localizing the privacy protection program as required by the GDPR or Aisa-Pacific laws into China, assisting clients in responding to product-related data compliance supervision, and advising internal clients on data localization and cross-border data transfer.
Mr. Denis Bastieri
Mr. Denis Bastieri
30 years expertise in low-power and high-performance computing as well as designing and building detectors. He is a professor at the University of Padova, Italy and at Guangzhou University. He supervised a dozen of Chinese PhD students in Italy and several joint programs between Italy and China, mainly in the field of advanced data analysis and high-energy astrophysics. In addition, he supervised the first Master thesis on Bitcoin in 2009-10 and since then he has been active in the field of blockchains, with particular interest in data integrity and security. Currently he is teaching blockchain in a joint university program organized by the Italian Ministry of Foreign Affairs and the Italian Ministry of Economic Development. Guangzhou Regenerative Medicine and Health Guangdong Laboratory (GRMH-GDL, Bio Island Laboratory) is an international research institute founded by the Guangdong Provincial government, with more than 30 teams of scientist working in Biomedicine Research.
He is specialized in Super Resolution Microscopy, DNA structure and epigenetics.
