On 25 December 2016, the Standing Committee of China’s National People’s Congress adopted China’s first Environmental Protection Tax Law (the Law). The Law is poised to replace the existing pollutant discharge fee system with a pollution tax as the main economic tool regulating environmental pollution by businesses in China. This historic development is expected to have sweeping impacts on enterprises’ compliance with China’s environmental regulations.

The pilot scheme on work permits for foreigners was introduced in October 2016 and will be implemented nationwide in April 2017. European Chamber, in cooperation with the German Chamber of Commerce, French Chamber and Swiss Chamber cordially invites you to a briefing on the new regulations for foreigners working permit on April 7.

The scheme will classify workers into three categories and aims to streamline work permit applications for foreign workers. The Section Chief of the Beijing Municipal Center of Foreign Experts Affairs, Mr. Rong Duan, will inform about the new regulations and attendees will have the opportunity to consult with governmental officials face to face during the Q&A session.

On 7th November, 2016, the Chinese authorities passed a new Cybersecurity Law that will have significant ramifications for the operations of European Business when it comes in force on June 1st this year. For one, existing requirements for localizing their storage of data on servers located within Chinese territory will be further strengthened. Network operators will also be required to provide ‘technical support’ for national security and law enforcement, which may include pressure to compromise their encryption.
