The Chinese tax authorities issued Circular 362 (Guo Ke Fa Huo [2008]

on identifying and approving HNTE status. Circular 362 follows the April
2008 issuance of Circular 172 (Guo Ke Fa Huo [2008] No. 172), China's
first step in creating a mechanism to identify and approve HNTE status.
