Throughout the past few years, the EU has been revamping its regulatory toolbox in order to better address emerging economic, geopolitical, technological and climate challenges. This expanding toolbox includes instruments aiming at combatting economic distortions and creating a level-playing field in the Single Market, ensuring reciprocity with third countries in areas like procurement and combatting coercive actions initiated by those countries, fostering sustainable processes and preventing carbon leakage among industry players. Recently, the National Development and Reform Commission, the People's Bank of China, member units of the Inter-ministerial Joint Conference on the Establishment of the Social Credit System, and other relevant departments have studied and drafted the Social Credit System Establishment Law (Draft for Comments), and publicly solicited comments. In recent years, the establishment of social credit system has been addressed in several regulations and policy documentations, and comprehensive pilots has been carried out in the practice of local social credit legislation in various areas.

The newly amended regulations of Shanghai Municipality on the protection of consumers' rights and interests came into effect from August 1st, 2022. This is the second time that Shanghai has revised the regulation after eight years, adding 24 new articles and amending 63 articles. This revision includes new provisions on the obligations of operators for various business activities, such as webcast, blind box sales and cross-border e-commerce, and on the handling of consumer personal information.
